Dispatch Clerk

Dana Companies is seeking a Dispatch Clerk who is responsible for supporting the administrative functions at the terminal.  In addition, the Dispatch Clerk is responsible for supporting the dispatchers based at our central office in Avenel, NJ.

  1. Dispatch Clerk will review driver paperwork and all trip documentation and prepare them for forwarding to billing and safety. Qualification competencies are determined by three factors:

The aircraft operated; the nature and purpose of assignments; and, the degree of hazard. (ART) Officer position. Air Reserve Technicians (ARTs) are part of the regular civil service and enjoy all the benefits granted to Federal employees in the competitive civil service.

As members of reserve units, ARTs receive on average one weekend of military training per month. DUTIES AND RESPONSIBLITIES: 1. Pilots advance, single or multi-engine military airplane, high performance military fighter aircraft on tactical/non-tactical assigned missions using advanced precision instrument flight techniques in conjunction with air navigational aids.

Flies well within flight parameters (e.g. speed and loading) to execute normal flights procedures and standard maneuvers in all weather conditions from point-to-point (domestic/foreign) using fully adequate landing areas. Maintains a thorough knowledge of the aircraft systems and procedures under normal, instrument, and emergency conditions. Maintains mission qualifications in the assigned airplane. 2.

Prepares for flight to include: securing current and forecast weather information to determine conditions along the proposed route of flight and at the destination; plans the flight through the study of maps and charts to determine routing, intermediate stops, alternate destination, fuel requirements, estimated flying time and, if required, files the airplane flight plan; checks or verifies that the airplane is ready for flight, including such aspects as loading and weight distribution, maintenance or service conditions, and performing prescribed preflight checks; ensures that any passengers and crew members are briefed on the nature and purpose of the flight and the procedures to be followed in an emergency; and obtains the proper clearances to begin the flight. 3. Operates the airplane with the utmost safety to include: adhering to flight procedures and parameters specified in the airplane flight manual; communicating and coordinating with ground units and controlling activities; monitoring performance of the airplane and progress of the flight; and takes corrective action, including the use of emergency procedures as required. 4. Accomplishes post-flight activities to include: maintaining airplane logs and forms; writing flight reports; coordinating with maintenance personnel on service conditions; and conducts post-flight checks. 5.

Serves as the Air Commander's representative when performing duties as Supervisor of Flying (SOF) and is responsible for the safe and efficient mission accomplishment of the unit. The SOF has the authority to cancel flying activities, divert aircraft, dictate mission requirements, approve specific activities, coordinate for airport or airspace utilization with FAA, and direct emergency actions involving UE airplanes. 6. Incumbents of these positions are subject to rotation to perform administrative tasks in any of the following Air Operations program support functional areas: Training, scheduling, planning, safety, and serving as inspector general.

BASIC ELIGIBILITY FACTORS :

Document prior experience, education, and training relating to the General and Specialized Experience requirements. KNOWLEDGE, SKILL, AND ABILITY (KSAs) are no longer basic eligibility factors, but will be used as rating and ranking factors.

KSAs 1. Flying experience during day and night, over all kinds of terrain, in any weather, and during peacetime and contingency missions. 2.

Experience in the planning and execution of a military flying training exercise. 3. Experience in the planning and execution of a military flying contingency operation. 4. Knowledge of flying safety regulations, practices, procedures, and submission of safety reports.

GENERAL EXPERIENCE: Applicant must have a competent understanding of the occupation's basic principles and concepts. Applicants should have a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level.

SPECIALIZED EXPERIENCE: Is experience that prepares the applicant to perform the Dual Status technician duties and responsibilities. To qualify, an applicant's educational-degree study program, military professional and technical training schools or academies, and aviation certifications may apply as substitutions for some specialized experience factors.

Applicants must demonstrate the following specialized experience competencies (skills, knowledge, and abilities) to qualify for appointments to GS-2181-13 Air National Guard Dual Status Officer positions. Must have at least two years work experience in military service aviation programs (active duty or reserve components) or ANG Wing/Operations Group. Competencies determined by aircraft operated and purpose of assignment.

Experienced in piloting/instructing skills in fixed wing main-frame/military aircraft. Required competence for this grade includes ability to train/instruct others in the piloting of a specified main-frame military aircraft. Experienced in conducting mission planning/preparation, flight plan filing, and conducting crew briefings.

Experienced in aircraft preflight inspections, aircraft loading, equipment assessments, and mission manning. Experienced in performing or supervising work procedures involved in navigation, airdrop/airland, and search & rescue operations. Experienced in flight theory, air navigation, meteorology, flying directives, aircraft operating procedures, and mission tactics.

Must have at least two years experiences in piloting or instructing others in piloting specific air-frame/military aircraft. Experienced in unit flying and ground safety programs in accordance with US Air Force, National Guard Bureau (NGB), and Occupational Safety and Health Administration directives. Experienced in applying directives, regulations, accident reports, safety data, and local operating conditions to determine unit safety program requirements.

Experienced in traditional "stick and rudder" type controls for piloting aircraft direction, altitude, and speed. Experienced in visual and instrument flight-rules type flying. Experienced in flying "real world" combat and non-combat missions.

Experienced in safe and efficient mission accomplishment through the use of Operational Risk Management. Experienced performing aviation duties such as, cancelling flying activities, diverting aircraft, dictating mission requirements, approving specific activities, coordinating for airport or airspace utilization with FAA, or directing emergency actions that involved unit support agencies. Experienced in conducting particular missions and flying specific main-frame aircraft in combat tactics, flying in mountainous terrain, performing tactical remote site evaluations, performing landings on remote sites, providing ground and flight training, and conducting night-vision operations or instructions.

Experienced in standardization and evaluation programs, written ground examinations, emergency procedures, and aircrew performance standards in accordance with applicable directives and FAA certification requirements.

Experienced with wartime and peacetime contingency plans/supplements used for mobilizations, deployments, and redeployments. You must list specific dates (DAY/MONTH/YEAR) of experience on resume to be considered.

EDUCATION AND CERTIFICATION REQUIREMENTS: An undergraduate degree from an accredited college/university is mandatory. A Graduate Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs OR must have aviation certifications from accredited military aviation schools. PRE-EMPLOYMENT PHYISCIAL: A pre-employment physical examination or medical screening may be required for placement to this position.

Employee in this position is responsible for receiving and registering complaints; typing incident/accident reports; dispatching patrol units and other duties as assigned. Employee reports to the Uniformed Shift Commander.

Minimum Qualification

Must be a high school graduate or equivalent with two (2) years of clerical and/or dispatching experience; or any related equivalent combination of education, training and experience which would provide the ability to perform the duties of the position. Must be at least 18 years of age, have pleasant telephone/radio voice and speak clearly and distinctly. Computer experience is preferred.
