Summary This is an Air Reserve Technician


(ART) Officer position. Air Reserve Technicians (ARTs) are part of the regular civil service and enjoy all the benefits granted to Federal employees in the competitive civil service.

In addition, ARTs are required to maintain active membership in an Air Force Reserve unit so long as they occupy ART positions. As members of reserve units, ARTs receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay.

Air Force Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency. This is a standing register used to fill positions at AFRC locations as vacancies occur. Some positions may have promotion potential to a higher grade than the grade being filled. Multiple vacancies may be filled from this announcement.

The beginning and ending salaries may vary depending on the location of position.

Must pass physical examination and meet annual flying requirements. Incumbent's regular assignments are primarily ART duties: however, the incumbent is assigned non-ART duties not to exceed 30 percent of total responsibilities.

As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice. Duties Administers combat flight training to military aircrews


. Instructs and evaluates pilots through a broad training spectrum, in addition to performing pilot duties, which may include, but is not limited to Initial Qualification Training (IQT), Mission Qualification Training (MQT), Upgrade Training (UG), and Special Capability. Assesses flight instructors, pilots and other aircrew members assigned, attached or newly acquired to the unit to determine flying background and proficiency in the Unit Equipped (UE) airplane.

Plans, develops and presents comprehensive courses of instruction in both ground and flight training for pilots to achieve and maintain mission ready status. Performs as instructor, and/or flight examiner for ground training which consists of classroom academics and/or aircrew training device (ATD) (simulator) training. Performs as a flight instructor, and/or flight examiner evaluating and examining rated aircrew to assure training standards are met in these general areas: mission planning, preparation and briefing; ground operations, in-flight control, cockpit resource management and mission execution; mission debriefing and reconstruction accuracy.

Projects unit training requirements and prepares required training records. Utilizes available training aids to instruct airplane aerodynamics, aircraft systems, emergency procedures, and specific crew duties. Maintains a thorough knowledge of airplane systems and procedures under normal, instrument, and emergency conditions to give timely and accurate instruction to aircrews in the air or on the ground.

Briefs and instructs preflight preparations including: intelligence briefings, mission planning, weather factors, mission objectives, and other agency coordination to ensure safe flight procedures and effective mission accomplishment. Serves as the Air Commander's representative when performing duties as Operations Supervisor (SUP), Supervisor of Flying (SOF), or Stand-by Duty Officer (SDO); and is responsible for the safe and efficient mission accomplishment of the unit through the use of an Operational Risk Management (ORM) program. This position is subject to rotation to perform administrative tasks in any of the following Air Operations program support functional areas:

Standardization/Evaluation, Training, Scheduling, and Safety. Performs other duties as assigned.

GS-13 Specialized Experience: Must possess two years specialized experience in piloting and instructing pilot skills in B-2 aircraft and experience must reflect qualification competencies in the following three factors: the aircraft operated; the nature and purpose of assignments, and the degree of hazard. General Experience: Must be a rated pilot on flying status; based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings. Must possess at least one year on-the-job experience and a competent understanding of the basic principles and concepts of this position. Must possess Federal Aviation Administration certifications awarded from accredited civilian aviation programs OR have aviation certifications from accredited military aviation schools.

Education Requirement: Must possess an undergraduate degree from an accredited college/university. A Graduate Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. *

MILITARY REQUIREMENTS*:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.

Type of Appointment: This is a full-time, Excepted Indefinite, dual-status position which requires Georgia Air National Guard Membership. Position is Indefinite but may convert to permanent without further competition. If a tenured applicant is selected, tenure will not change.
Job Summary: This position islocated in the 116th Air Control Wing (ACW) of the Air National Guard (ANG). The purpose of this position is to perform the duties of a Pilot and/or Pilot-in-Command of ANG supported aircraft in support of administrative/logistical, training and operational requirements.
Permanent Change of Station (PCS): PCS is not authorized.
Relocation Incentive: Relocation incentive is not authorized.
Background Check: Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access into the Georgia National Guard Federal Technician or Active Guard/Reserve program.
National Guard Membership: This position requires military membership. It is designated for Georgia Air National Guard Officer incumbent only. In accordance with ANG regulations, incumbent performs duties necessary to accomplish Airplane Pilot functions in support of programs essential to state Air National Guard daily operations, training and readiness missions.
As a member of a unit of the Georgia Air National Guard, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Georgia Air National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

Duties

The following list is not comprehensive but provides a snapshot of some of the duties that may be required of this position:
Pilots advanced, aircraft on tactical/non-tactical assigned missions using advanced precision instrument flight
techniques in conjunction with air navigational aids. Flies well within flight parameters (e.g.
speed and loading) to execute normal flights procedures and standard maneuvers in all
weather conditions from point-to-point (domestic/foreign) using fully adequate landing areas.
Maintains a thorough knowledge of the aircraft systems and procedures under normal,
instrument, and emergency conditions. Maintains mission qualifications in the assigned
airplane.
Prepares for flight to include: securing current and forecast weather information to
determine conditions along the proposed route of flight and at the destination; plans the flight
through the study of maps and charts to determine routing, intermediate stops, alternate
destination, fuel requirements, estimated flying time and, if required, files the airplane flight
plan; checks or verifies that the airplane is ready for flight, including such aspects as loading
and weight distribution, maintenance or service conditions, and performing prescribed
preflight checks; ensures that any passengers and crew members are briefed on the nature
and purpose of the flight and the procedures to be followed in an emergency; and obtains the
proper clearances to begin the flight.
Operates the airplane with the utmost safety to include: adhering to flight procedures and
parameters specified in the airplane flight manual; communicating and coordinating with
ground units and controlling activities; monitoring performance of the airplane and progress
of the flight; and takes corrective action, including the use of emergency procedures as
required.
Accomplishes post-flight activities to include: maintaining airplane logs and forms;
writing flight reports; coordinating with maintenance personnel on service conditions; and
conducts post-flight checks.

Qualifications

General Experience: Minimum eligibility requirements for positions in the occupation are based on possession of the appropriate pilot certificates and/or appropriate military ratings. Knowledge and skill as a Pilot leading military crews in the E-8C into combat with the ability to execute all assigned missions.
Knowledge and skill to project unit training requirements. Assists with pilot Ready Aircrew Program requirements.
