Performs inspection of Utilities projects such as Taps, Water and Sewer lines, pump stations, water towers, tanks, filtration and reclamation plants, lift stations, drainage channels, box culverts, storm sewers, detention basins and right of way improvements to insure quality and compliance with plans and specifications.

Inspects the construction of Utilities projects and interprets plans and specifications and insures compliance by contractors with plans, specifications and safety standards during construction and prepares daily reports for management of job progress.

Coordinates construction activities with franchise utilities, plumbers and other contractors performing construction in city right of way.
Performs necessary construction surveying to insure quality control.
Insures proper quality and function of all materials used in construction.

Provides final field measurements, schematic drawings and information for preparation of "as built" plans

Education, Training and Experience Guidelines: High School Diploma or GED required AND a minimum of 2 years progressively responsible experience in maintenance, construction or inspection of Utilities type construction projects.
Knowledge, Skills and Abilities:
Thorough knowledge of basic construction practices applied in Utilities construction, water and sewer line construction projects, including inspection requirements.
Knowledge of high school level mathematics and an understanding of methods applied to the design and construction of municipal Utilities projects.
Knowledge of basic survey equipment and their use as applied to inspection and quality control on Utilities construction projects.
Knowledge of construction equipment utilized and their function in constructing projects.
Knowledge of relevant parts of the latest, City's ROW Construction Ordinance, Americans with Disability Act (ADA) Texas Commission on Environmental Quality (TCEQ) requirements, engineering materials and testing standards (ASTM and TxDOT), Manual on Uniform Traffic Control Devices (MUTCD), and other federal, state and local regulations.
Ability to communicate tactfully and exercise authority, when required, with the contractors, in implementing the terms and conditions of the contracts.
Ability to effectively communicate verbally and in writing with supervisors, inspectors, contractors, public.
Ability to deal with multiple issues, set priorities, and resolve issues in a timely manner.
Ability to read and understand wide spectrum of construction plans, construction materials, construction equipment, quantities, specifications, material testing results, including their application in construction.
Ability to prepare hand sketches for revisions and as-built conditions, cost estimates and construction reports.
Experienced in using computer application skills in Microsoft Office programs such as Access, Excel, Word, PowerPoint, and Project.
Experienced in the use of basic survey equipment such as survey level, box beam level, measuring wheel/ tape, plumb bob, GPS locators, as applied to inspecting construction work.
Knowledge in use of computer applications such as Internet Explorer, Lotus Notes, MS Outlook, GIS Arc Reader, and other construction tracking and scheduling programs.
Knowledge in operating computer equipment such as computers, fax machines, printers. Experienced in safe driving skills of City vehicles such as automobiles and pickup trucks.

Involves inspection where minimum or no procedures are provided and little, if any, gaging is prescribed.
May be required to assist, devise, and oversee the application of inspection setups, gaging devices, and procedures and advise on status of product or production. Initiates product audits to determine conformance to Badger Meter Inc. customer requirements. May assist in the development of audit plans.
Requires the ability to work with others and communicate effectively for the purpose of maintaining continuity and awareness. Requires thorough knowledge of all inspection techniques, gages, and procedures, including the ability to do surface plate setup working with offset planes and centerline orientation. Requires the ability to measure parts using CMM software, collect and summarize data using Word or Excel and use computer systems on a daily basis.
Requires the ability to select and set gages. Must be competent in use and interpretation of conventional engineering drawings, GD&T, development of dimensions not shown on assembly drawings, and have the ability to document results of activities. Assists in the identification of defect causes and may participate in or recommend corrective actions.
Responsible for observing safe work habits and maintaining cleanliness of work area. Work direction is given by supervision, team leaders, or set up technicians. Possesses good communication skills and is able to work in a team environment.

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Inspects various types of civil construction including paving, water line, sanitary sewer, storm sewer, facilities construction, and traffic signalization for compliance with technical specifications and contract documents and records the field activities in the Daily Construction Report. Coordinates construction activities with contractors and construction management team, prioritizes time to assure the most important installations are covered daily.
Attends various meetings to provide status updates, identifies problem areas and recommends resolutions. Other duties include, monitors testing lab activities for placed materials (i.e. concrete, asphalt, embedment /backfill of underground utilities, etc.), updates as-built drawings as needed, investigates customer complaints, and maintains contract document files.
This position routinely requires lifting of moderately heavy items, such as a roll of construction drawings or record boxes (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis. There are routine exposures to moderate heat, cold moisture/wetness and unpleasant air conditions. This position may involve routine exposure to soiled materials and light chemical substances such as cleaning solutions.
This is a Houston Public Works Emergency Management position at the Tier II Level.
Requires a high school diploma/GED, and up to 18 months of education or training in the area of inspection to be performed.
Two years of journey level experience related to the area of inspection to be performed or required.

Meat Inspector 2 – Vocational or technical degree in agriculture, horticulture, environmental science, pest control, entomology or a closely related field from an accredited college and one year of experience in a directly related area; or two years of college which included 12 semester/20 quarter hours in chemistry or life sciences and one year of directly related experience; or two years of experience at the lower level (RCT090) or position equivalent.
