The Engineering Manager for the Cable Systems Division is responsible for the management and execution of assigned product programs in North America and also supports the effort to develop new business with assistance of the Segment & Sales Group. Will coordinate and monitor technical matters, program engineering costs, sufficient labor, timing for engineering deliverables, and the like to ensure successful development and launch of assigned products. The Engineering Manager will provide technical direction to the various engineering levels together with cross-functional departments. The Engineering Manager will have a direct responsibility to report the health of all programs from design through launch to both the Product Engineering Director and the Regional Chief Engineer.
Execute all engineering deliverables of a customer/engineering program.
Provide technical support and assistance to the Engineers and Engineering Supervisors. The Engineering Manager is to be a mentor for all assigned personnel.
Assure that the Dura APQP process is being followed by all assigned personnel.
Assure that DFA/DFM meetings are scheduled and designs adapted to meet product manufacturability.
Work with plant personnel to ensure the successful launch of production manufacturing processes and tooling start-ups. Assure proposed methods for manufacturing will produce the desired results.
Work with suppliers, vendors, customers and Dura Advanced Quality group to ensure that they are capable to meet all quality standards which are identified on the production drawings.
Establish a cadence of regular visits to the Customer Engineering Depts.
Interface with Program Management on the development of customer and program milestones.
Manage the Engineering resources level in line with active programs and within budgetary constraints.
Manage the Engineering departmental budget and provide input to the AOP budget process.
Support the Customer Team(s) and other divisional personnel (Innovations Engineering, Operations Management, etc.) by reviewing Customer SOR's and Technical Specifications received during the quotation process, and provide input regarding the product to be offered.
Identify technologies that meet customer content for current and future programs. If a product segment gap is identified, Engineering Manager will work with Innovation Engineering to develop the required technology.
Assist the Sales & Segment group in winning new business by:
Supplying input to define the product that will meet all customer requirements for content and performance
Supporting customer specific meetings during the RFE process
Working with other cross-functional groups to develop a cost model that supports the winning of new business.
Interface with Program Management and Sales groups to agree upon engineering resource levels required to satisfy the SOR, per the APQP process.
Direct supervisory responsibility for product, system and manufacturing engineering personnel, including selection, hiring, training, performance evaluations and promotional recommendations.
Develops departmental procedures and policies and administers them within assigned group.
Develop a system for knowledge retention and best practices across each customer in the region.
Measure and implement team metrics.
Develops and administers work schedules across assigned personnel.
Identify skills required by Dura Engineers and hire new engineers ensuring the developed standards are met.
Provides grievance and personal counseling and keeps employees informed of policies, procedures and operational changes
Conduct individual performance reviews with team members on an annual or "as required" basis.
Completes and performs other duties/tasks as may be assigned.
Demonstrated leadership in implementing organizational, process, and technical improvements.
Initiates change within the group and leads the implementation effort of these changes.
Strong understanding of core engineering and product development processes.
Has an in-depth understanding of product launch requirements and the impact of design on manufacturability, and total quality management.
Strong technical, organization, communication, negotiation and presentation skills.
Ability to travel.
Bachelor Degree in Mechanical Engineering
Minimum of 5 years related experience in the supervision of engineering and/or manufacturing teams

Digital Engagement Office Overview
Seattle IT's Digital Engagement Office believes that a strong, healthy democracy requires that people can engage with their government and participate fully in civic discourse. Digital Engagement develops and supports partnerships, programs, and policies that increase access to digital information and services for all Seattle residents, especially those who are historically underserved. Cable Franchise Program Synopsis
The Broadband & Cable Program is primarily responsible for enforcing and administering Seattle Municipal Code 21.60 – the "Cable Code." It is the purpose of the Cable Code to regulate in the public interest the operation of cable systems and their use of the rights-of-way in the City of Seattle.
The Cable Code establishes procedures for the granting, renewal, modification, transfer, and termination of franchises for the provision of cable service to the residents of Seattle; and provides for the payment of fees and other consideration to the City for the use of the public ways and for the privilege to construct and operate cable systems. The Code, and the franchise agreements that it prescribes, also addresses the rights and duties of operators and subscribers of cable systems and establishes customer service and privacy standards for subscribers of cable service and other services provided over the cable system.
The Broadband & Cable Program also provides direct customer service to cable customers, develops and delivers public programs related to cable and broadband services in Seattle, and advises the Mayor's Office, Council, and other City departments on matters related to telecommunications law and policy.
Role & Responsibilities
The Cable Franchise Program Manager reports to the Manager of Broadband & Community Technology in the Digital Engagement Office of the Seattle Information Technology department. The Program Manager supervises 2 positions (1.5 FTE).
The Program Manager is the City's primary regulator of the three franchised cable companies operating in Seattle; Comcast, CenturyLink, and Wave. The Program Manager ensures clear and consistent communication between the cable companies and the City on matters related to franchise operations and compliance, ensures that code compliance requirements are met, investigates and documents code violations and determines and assesses appropriate damages, and monitors and advises the City regarding technical, economic, and competitive trends in the broadband and cable industries.
The Program Manager may occasionally be called to testify before the City Council, appear and speak at public meetings, and participate in state and national organizations that are concerned with cable and broadband regulation. The Program Manager also must understand and advise the City on matters related to overlapping local, state, and federal telecommunications laws, regulations, and guidelines, especially those administered by the Federal Communications Commission.
Review and enforce the adherence by franchise grantees to their respective franchises and to regulations of the FCC and other applicable laws and agreements.
Administer the City's Cable Customer Bill of Rights (Subchapter II of the Cable Code), including investigating complaints, auditing compliance with customer service standards, and requiring payment of credits.
Supervise 1 FTE who provides customer support, and 0.5 FTE who assists the Program Manager with compliance matters and program development.
Process applications and requests relating to the granting, renewal, transfer, modification, or termination of franchises and other matters pertaining to cable systems.
Process quarterly reports required from cable operators relating to customer service performance and low-income neighborhood deployment.
Promote the use of cable and broadband systems to ensure that residents have access to local programming that meets the needs and interests of City residents, especially those who have been historically underserved by internet technologies.
Furnish information, recommendations, and technical assistance to the Mayor's Office, City Council, and other City Departments in connection with the matters related to the Cable Code and related telecommunications laws.
Coordinate community involvement in identification of the cable-related needs and interests of City residents, especially through collaboration with the Community Technology Advisory Board (CTAB).
Work with consultants and internal and external legal counsel on negotiating, entering into, managing, and enforcing contracts pertaining to cable service and cable systems in the City, including, but not limited to, the management of access channels and franchises.
Serve as a liaison for the distribution of information among public agencies, private firms, and individual property owners with respect to the undergrounding of utility wires, the leasing of poles and pole space, and the scheduling of construction.
Serve as the liaison for the distribution of information to the general public concerning matters related to cable and broadband communications.
Monitor the payments made by grantees and coordinate and conduct periodic financial and technical audits.
Monitor technical, economic, and competitive trends in the delivery of broadband services in Seattle, assist in the coordination of broadband policy development, and recommend actions the City can take to promote and encourage equitable, affordable access to broadband services.
NOTE: Equivalent combinations of education and experience will be considered for the required qualifications.
Bachelor's degree with major course work in public affairs/policy, communications, mass communications, communications technology, or related fields.
Three years of public sector experience in administration and policy analysis.
High-degree of knowledge of FCC regulations, and local, state, and federal laws, concerning cable and internet services, transmission, operations, and rate structuring.
Excellent written, verbal, and presentation skills.
Strong organizational and people management skills.
Experience researching and analyzing complex technical and contractual issues.

Perform structured wiring installations in compliance with National Electrical Code (NEC).
Splice, Terminate and Test all types of fiber optic cabling with minimal errors.
Splice, Terminate and Test copper backbone and horizontal cabling with minimal errors.
Maintain a safe and productive work area.
Perform Trouble calls on various types of electronic devices.
Clean, maintain and stock vehicle and equipment in order to be prepared to perform required duties.
Properly operate and maintain installation/service tools and equipment.
Report need for vehicle repair or service when required and/or prescribed.
Report any accidents, losses, injuries or property damage to supervisor and customer when appropriate.
Apply knowledge and skills of training on the job in order to prepare for transition to higher certification levels.

Ability to read general system layouts from blueprints.

- Consult with the Government to ensure deliveries are met

- Lead cable crews in all environments
Shall have a minimum of ten (10) years technical experience in IT cable installation and termination. Provide team leadership, engineering, and design knowledge to meet technical specifications. In-Depth knowledge of termination equipment, methodologies, and splicing techniques. Areas of knowledge must also include: physical ability to lift 50 pounds, cable termination, testing, cable rack preparation, layout and installation, and documentation. A valid BICSI (Building Industry Consulting Service International) Technician certification is required. Five additional years of experience may be substituted for certification.
Required Domain Experience:
Five (5) years' experience with the integration, testing, and installation of satellite communications cabling.
