Brief Job Description (essential functions of the Job):
In January 2015, Mayor Martin J Walsh released the second update of the City of Boston's Climate Action Plan to reduce carbon emissions and prepare Boston for climate change. In January 2017, Mayor Walsh committed the City of Boston to achieving carbon neutrality by 2050 and launched the Carbon Free Boston (CFB) initiative. The Carbon Neutrality Program Manager will oversee programs to achieve the Mayor's goals of carbon neutrality and a healthy environment.
The Carbon Neutrality Program Manager will report to the Director of Climate and Environmental Planning in the Environment Department, and interact with all segments of Boston's municipal government and of the Boston community.
Develops and manages climate mitigation and air pollution policies and programs in support of the Mayor's goals of carbon neutrality and a healthy environment
Coordinates the production of the Carbon Free Boston report and implementation of measures identified in Carbon Free Boston that are included in the Climate Action Plan update.
Works with the Department of Innovation and technology to maintain and update the Carbon Free Boston modeling and data platform.
Maintains community greenhouse gas inventory.
Provides staff support for the Air Pollution Control Commission (APCC) in regulating air quality, noise, and parking supply and addressing climate change and sustainability issues in Boston
Assists residents, businesses, and institutions by connecting them to resources that enable them to reduce their own carbon pollution and address air pollution issues.
Assists in the Climate Action Plan update.
Supports the development and implementation of air-pollution and carbon-emission reduction metrics, tracking, reporting methods and systems.
Conducts program evaluation.
Collaborates with other municipal departments and agencies, and support them in integrating air pollution and greenhouse gas emissions reduction into their programs and initiatives.
Coordinates internal and external activities and programs related to achieving Boston's climate and air pollution goals.
Identifies obstacles to increased carbon-mitigation activity by individuals, small and large businesses, and institutions and develop strategies to reduce those obstacles.
Performs related work as required.
Minimum Entrance Qualifications
Three (3) years of full-time, or equivalent part-time, experience in environmental science, engineering, or a related field.
A master's degree in environmental science or a related field is strongly preferred and may be substituted for three (3) years of the required experience. A bachelor's degree in a related field may be substituted for two (2) years of the required experience.
Proficiency with data analysis, empirical modeling, and statistics strongly preferred.
Proficiency with GIS, R, Python, Stata, SPSS or similar strongly preferred.
Knowledge of GHG emissions accounting and building energy efficiency strongly preferred.
Experience working with municipalities preferred.
Attention to detail and the ability to handle multiple tasks.
