The O&M Tech is responsible for the proper operation of the power Facility while on shift. Operates, maintains and repairs equipment to provide client with electrical energy. Provides 7/24 supervision and operations support for Cogeneration Power Plant providing electrical power and cooling to commercial office buildings, labs and Data Centers. Coordinates maintenance and repairs on all related Central Plant equipment and operating systems.
PRINCIPAL DUTIES & RESPONSIBILITIES:
Working shifts to provide 24 hour a day coverage for operations of the central plant, preventative maintenance, troubleshooting, repairs and emergency response. Raise and review evaluations for merit increases. Mentor employee's development.
Providing "on call" emergency Plant and site support for equipment failures, power outages and loss of city water services.
Develop reports in order to coordinate with the critical business units to schedule shutdowns required to minimize down time.
Must have an in depth understanding of different pieces types of equipment, including Turbine & diesel generators, Central Control System, absorption chillers, centrifugal chillers, UPS systems, boilers, pumps, air compressors, cooling towers, water treatment systems.
Work with vendors to schedule and complete contractual maintenance equipment tasks in a safe and timely manner to maintain equipment reliability.
Develop written basis of design scope of work documentation for new engineering projects. Coordinate with Qualcomm structural, mechanical, electrical, and controls engineers on site or Plant Projects.
Maintain Standard Operating Procedures for Cogeneration operations and equipment.
Responsibilities also include:
Operate in the safe and efficient operation of the boiler, steam turbine generator and related auxiliary systems from inside and outside the control room.
Operate proper start-up, operation and shutdown of equipment, systems and the plant in accordance with approved plant procedures.
Upon identification of faulty equipment or system operation, troubleshoot the cause and take proper corrective action to restore the plant to a safe condition.
Respond to system and plant emergencies in accordance with the emergency response plan.
Monitor plant air and water emissions and take steps to maintain within acceptable limits. Notify the O&M Supervisor of situations that may result in violation of established limits and/or regulatory requirements.
Monitor the activities of maintenance personnel and contractors working in the plant to ensure activities are conducted in a safe and proper manner
Verify and authorize isolation and tagout/lockout of plant equipment as required to support plant maintenance, testing and other operational activities.
Periodically audit the tagout/lockout system to ensure all required tags and locks remain in place and program is administered properly.
Prepare shift reports as directed by the O&M Supervisor.
Observe and correct situations that are likely to develop into future operational problems or safety hazards.
Report and respond to chemical spills and leaks in accordance with plant Emergency Response Plan.
Operate of equipment disconnects, circuit breakers and switches.
Monitor and operate proper chemistry control of boiler water, boiler feedwater, cooling water, condensate, condensate makeup and wastewater.
Periodically monitor plant, boiler and turbine heat rates to verify most economic and efficient operation of the plant. Alter plant equipment alignments to optimize efficiency at specified load.
Obtain thorough turnover from Shift Supervisor being relieved, including special orders and unusual operating conditions. Review plant status and operating logs prior to taking over the shift.
Give thorough turnover to the relieving Shift Supervisor for special orders and unusual operating conditions.
Conduct tests on critical safety systems including lube oil pumps, turbine valves, turbine system trips, boiler trips and permissives.
Conduct tests on plant fire and chemical safety equipment.
Identify work requests for defective plant equipment.
Maintain the plant in a clean, orderly condition.
Attend and onduct safety meetings and periodic training.
Assist in training subordinate personnel.
Safely operate vehicles on-site as required.

STATE ENTRY QUALIFICATIONS:
HS Diploma or GED AND One year of experience in the operation of heavy equipment and large vehicles such as bulldozers, front end loaders, ditchers, motor graders, dump trucks, drilling equipment and/or heavy duty trucks.
OR One year of experience at a lower level Heavy Equipment Operator 1 (TRT010) or position equivalent

AGENCY MINIMUM QUALIFICATIONS:
An extensive knowledge of maintenance activities or three years of experience in the operation of various motorized equipment associated with highway construction and maintenance activities
Successful completion of TIMS Level 1 – 2
Possession of a valid Commercial Driver's License Class B
Three years of experience performing roadway maintenance.
In lieu of TIMS 1-2, applicant must possess:
Certified Flagger in Temporary Traffic Control procedures.
Experience implementing Temporary Traffic Control procedures per the Manual on Uniform Traffic Control Devices (MUTCD) Part 6.
Demonstrated ability to serve as the primary Equipment Operator in the performance of assigned maintenance activities and preventative maintenance on assigned equipment such as motor graders, bulldozers, excavators, loaders, asphalt pavers, lowboys, dump trucks etc.
Demonstrated ability to operate power and hand tools
Proven Experience and working knowledge of "Material Safety Data Sheets" (MSDS)
Demonstrated experience in planning, completing, and documenting routine maintenance work activities

The ideal candidates will have a journeyman level understanding of Wastewater Treatment and the associated equipment and controls required to operate those systems. The Sunnyvale Water Pollution Control Plant is a Class V Wastewater Treatment Facility with Recycled Water production.
The Sunnyvale Water Pollution Control Plant is undergoing an exciting transition, we are replacing original processes, structures and equipment with the latest treatment technologies and we would like you to be part of that upgrade. The SWPCP is currently constructing new Screening, Pumping, Grit Removal, Sedimentation, Odor Control, Power Distribution and SCADA system as the first major replacement effort. The Plant is also in design for a new Secondary Treatment process with Dewatering and Thickening to carry the city forward in our on-going effort to protect the bay and provide high quality Recycled Water.
The Senior Water Pollution Control (WPC) Operator provides support for their team members on an assigned shift. The Senior WPC Operator, as the shift supervisor oversees the operation, inspection and maintenance of the treatment process, plant equipment and facilities. Performs all water pollution control operator duties including, operating centrifugal pumps, piston pumps, valves, sluice gates, blowers, mechanical bar screens, chemical feeders, chlorinators, collectors, aerators, channel masters or grinders; monitors, reads and calculates the flow of water through the Water Pollution Control Plant by meters, gauges and visual inspections.
Oversees and inspects the work of assigned staff, and ensures the safe, compliant and effective operation of the plant.
Coordinates emergency response measures at the plant; notifies the Department of Public Safety as needed; and is familiar with contingency plans, operations, layout and activities in the facility, including the location of all pertinent records and documents.
Monitors all of the plant processes to ensure that local, state, and federal regulatory requirements are met.
Reviews, comments and makes recommendations on plans and specifications for Capital Improvement Projects during design and construction at the Water Pollution Control Plant.
Acts as liaison and coordinator for contractors and vendors on an as-needed-basis.
Operates and makes minor repairs to engines, motors, pumps, sedimentation basins, chlorinators, contact channels and other related equipment.
Becomes proficient at the use and application of the Plants Computerized Maintenance Management System and issues work orders in a timely fashion to ensure equipment is properly maintained.
Certifies log books entries are accurate, complete and meet established guidelines.
Performs analytical tests as needed.
Performs confined space entry and may oversee such entries and ensure compliance with appropriate safety regulations
Conducts sampling and monitoring by boat in the outfall channel, sloughs and ponds as necessary
Ensures cost effective operations through the control and monitoring of electrical and chemical usage and costs.
Regulates removal of primary sludge, sedimentation tank skimming and programming of sludge cycles.
Checks and reviews time cards, and ensures compliance with vacancy guidelines; assists in training assigned staff and makes recommendations for improvement when needed.
May act as the Designated Operator in Charge for the Water Pollution Control Operations Manager in his/her absence.
Position requires sitting, standing, walking on level, uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movements in the performance of daily duties. The position also requires near and far vision when operating assigned equipment. Acute hearing is required in both the field and the office. The ability to lift, carry and push tools, equipment and supplies weighing up to 50 pounds is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, heat, and cold. The incumbent may be exposed to chemicals, hazardous materials, skin irritants, fumes, and solvents. The nature of the work may also require the incumbent to perform confined space entries, climb ladders, use power and noise producing tools and equipment, drive motorized vehicles and work in heavy traffic conditions. All the work at the plant requires the use of appropriate personal protective equipment and/or established safety programs to perform the job. Education and Experience:
The minimum qualifications for education and experience can be met in the following way:
Graduation from high school or tested equivalent, AND
Three years of experience in the operation and maintenance of a wastewater treatment plant.
Knowledge, Skills and Abilities
Chemistry, biology and operation of: primary treatment, oxidation ponds, fixed growth reactors, air flotation tanks and filtration; polymer, chlorine and sulfur dioxide additions, and other related wastewater and water reclamation technology, equipment and practices.
Principles and practices necessary in the operation of filtration and disinfection for a Water Reclamation Plant.
Principal and practices necessary in the operation of the Power Generation Facility and operation of related equipment.
Regulatory agency guidelines as they apply to discharges of wastewater for both receiving water and water reclamation discharge.
Mechanical, electrical and hydraulic principles.
Safety procedures pertaining to plant operations, including the techniques for handling and storing hazardous chemicals, and responding to and reporting chemical spills and other emergencies.
- The use of hand, power, mechanical, electrical and pneumatic tools, parts and support equipment including their proper identification and application.
Carry out all of Sunnyvale Water Pollution Control Plant standard operating procedures, and operations and maintenance requirements.
Read and interpret drawings, plans, schematics and specifications.
Keep accurate records and prepare clear and concise reports, correspondence and memoranda.
Supervise and train assigned staff.
Perform all plant operations without direct supervision.
Analyze and correct plant operations problems, and ensure continuous safe operation of the plant.

Possession and continued maintenance of a valid class C California driver's license and a safe driving record.

We are seeking an experienced and safety-oriented heavy equipment operator to join our team to safely and efficiently operate a variety of equipment. In addition to properly operating the equipment, you will also be responsible for inspecting and providing basic preventative maintenance. Participates in procedure development and revision, job hazard analysis, component walk downs and labeling, and safety walk downs applicable for tasks performed within their qualification areas
Performs other responsibilities associated with this position as may be appropriate.
- High School diploma, or equivalent, and 1 year of related work experience, or equivalent offsite experience. Completion of a 40-hour OSHA training course (with an annual 8-hour update) is required for industrial or hazardous wastewater operations.
