About the Position:
The objective of this project is to provide engineering services for shore infrastructure in support to Facilities Design & Construction Center (FDCC).
Knowledge of Government-wide policies and regulations concerning Government acquisitions and procurement.

The Civil Engineer provides various functions within the Plan Review Division of the Engineering Department including review and comment of engineering reports and plans for new development within the City, review of CIP projects, updating City engineering standards, assistance in the design of City infrastructure and coordinating with other departments within the City. The Civil Engineer may supervise the work performed by technical or paraprofessional engineering staff. Assignments provide opportunity for the application of independent judgment and initiative in the review or design of projects. Work is performed under the general supervision of a registered civil engineer who reviews work through conferences and inspections.
The ideal candidate for this position will be registered as a Professional Civil Engineer (PE), have five or more years of experience in Civil Engineering Design and/or Civil Engineering Plan Review of Residential and Commercial Projects, have at least one year experience in a municipal government environment, have a Bachelor's Degree in an Engineering related field and also have three or more years of experience using modeling software related to the analysis or design or Stormwater Hydrology and Hydraulics, Water, Wastewater or a combination thereof. The ideal candidate will also be a self motivator; possess excellent interpersonal/human relations skills; and demonstrate great writing, comprehension, and computer literacy skills.

12 Month Objectives
The Civil Engineer is expected to achieve the following objectives:
Within the first month:
During the first week, complete the city-wide orientation sessions as evidenced by attendance at all sessions of GEO.
Review and become familiar with the City's Engineering Design Standards and Policies Manual, Standard Details, GYMaps, Electronic Plan Review program, MAG engineering standards and details, and other documents used in typical engineering and planning reviews.
Become familiar with and assist in the review and preparation of comments for an engineering and planning review.
Within the first 3 months:
Become familiar with the City's master plans including; General Plan, Transportation Plan, Integrated Water Master Plan (IWMP), and Capital Improvement Plan (CIP).
Complete multiple planning and engineering reviews under the direction of the Senior Civil Engineer.
Within the first 6 months:
Complete multiple planning and engineering reviews with minimal direction and convey comments orally to the Development Policy Committee.
Represent the Engineering Department at multiple Pre-Application Meetings.
Coordinate and lead technical discussions with Public Works and Parks personnel including leading the Development Policy Technical Review Meetings.
Within the first 12 months:
Assist in the review of a City Capital Improvement project.
Become familiar with the program to update the City's Standard Details and Engineering Design Standards and Policies Manual (EDS&PM).
Provide general assistance as needed to the City Engineer and Plan Review Manager.
Responsibilities include technical design and/or project management for public and private clients; development of creative and constructible design solutions; preparation of inventory assessments, analyses and reports; development of detailed site and grading plans; erosion and sediment control plans; storm water management design/plantings; and construction detailing and specifications. Project management responsibilities include development of professional services proposals; management of projects and clients; development of technical approaches to projects; and participation in planning board meetings, public presentations and speaking engagements.
- Qualified candidates will have a BS in Civil Engineering and a minimum of five years of experience, preferably in a consulting firm environment.
- Registration as a Professional Engineer (PE) is strongly preferred.
- Candidates should be proficient in technical writing, have solid verbal and written communication skills, and be able to interact effectively with clients, project teams, and colleagues internally.
- Solid CADD design skills and experience with Civil 3D are a plus. Experience in project management is desired for this position.

The AR/OK or TX serves as the principal Federal Aviation Administration (FAA) organization responsible for all airport program matters in airport design, construction, maintenance, operations and safety. The Civil Engineer must possess a Bachelor's Degree in Civil Engineering and five (5) years of experience working in an engineering environment. This position must also have a Professional Engineer's License and be a Certified Floodplain Manager or have the ability to obtain these credentials within twelve (12) months of employment. It is preferred that this employee have land development and roadway design experience. A valid Texas driver's license with a good driving record is required. Additional desirable qualifications include exposure to current engineering and management issues through participation in advanced level seminars, bilingualism, two (2) years of experience working with a municipal government and prior management experience. Master's degree in Civil Engineering, Public Administration or Business Administration desired.
