Disaster Preparedness Officer
The Department of Disaster Preparedness and Emergency Communications has approximately 89 employees with a budget of $12.5 Million. The Disaster Preparedness operation is one of three bureaus in the Department with approximately 4 employees and an operating budget of over $1.5 Million.
The Disaster Preparedness Officer is an at-will management position and reports directly to the Director.
EXAMPLES OF DUTIES
Oversees the effective and efficient management of the emergency operations within the City of Long Beach;
Assists with planning, organizing, and directing the disaster preparedness activities and operations focused on the development of the City's emergency management program and the coordination of operations across the City departments and outside agencies;
Works to mitigate, plan and prepare for emergencies; ensures the readiness of the City's Emergency Operations Center;
Educates the City management, employees, community partner organizations and the public about preparedness;
Coordinates emergency response and recovery efforts; manages awarded Homeland Security Grant funded training and equipment procurement projects;
Chairs the Los Angeles County Area F group;
Develops tools and identifies resources to support the overall preparedness of the residents of the City of Long Beach.
The Disaster Preparedness Officer generally works during normal business hours, but may be required to work nights, weekends, and extended hours or be on call when necessary.
REQUIREMENTS TO FILE
Graduation from an accredited four-year college or university in a field closely related to Emergency Management;
Three years of full-time paid experience in administrative analysis or operations planning, one year of which must have been in emergency operations programs for a government agency or large company developing and implementing an emergency plan for large scale disasters.
Valid California Driver's License.
Completion of the Federal Incident Command System (ICS) emergency management coursework is preferred.
Relevant supervisory experience is preferred.
The successful candidate will possess the following:
Excellent organization, writing and oral presentation skills;
Ability to implement strategies designed to engage staff, develop their knowledge and skills and achieve high levels of performance;
Knowledge of the roles and purpose of federal, state and local agencies involved in emergency management planning and response;

SALARY AND BENEFITS
The salary range for this position is $90,000 to $118,000. Salary is commensurate with qualifications. The City's compensation package also encompasses an attractive benefits package that includes:
Retirement – City offers CalPERS with a benefit of 2.5% @ 55 for Classic members or 2% at 62 for new members as defined by PEPRA, subject to the limitations set by PERS. Employee pays the employee portion. The City also participates in Social Security.
Vacation – Twelve (12) days after one year of service; 15 days after four years, six months of service; 20 days after 19.5 years of service.
Executive Leave – Forty (40) hours per year.
Sick Leave – One day earned per month; unlimited accumulation; conversion upon retirement to cash credit toward health and/or dental insurance premiums, or to pension credits.
Holidays – Nine designated holidays per year, plus four personal holidays to be used at the employee's discretion.
Health Insurance – The City offers an HMO and PPO option for health and dental insurance coverage. The City pays major portion of the premium for employee and dependents depending on the health/dental plan selected.
Dental Insurance – Two dental plans are available for employees and dependents.
Life Insurance – City-paid term life insurance policy equal to three times annual salary to a maximum of $500,000.
Disability – City-paid short-term and long-term disability insurance.
Management Physical – Annual City-paid physical examination.
Deferred Compensation – Optional for employee contribution to a supplementary retirement savings program available through ICMA Retirement Corporation.
Technology Allowance – Monthly stipend.

Students will benefit from expanding their knowledge of computer gaming technologies, developing an understanding of disaster response resources of DIMRC, and gaining experience in the use of virtual reality technologies for instructional purposes, as well gaining experience working as part of a research and development team in a federal government environment.
Ideal candidates for this summer opportunity are undergraduate college students majoring in computer science, digital design, or an equivalent major. Students must have good communications skills and the ability to actively participate in project meetings and present about their internship work to small audiences. Students should have either:
Experience building 3D digital models/assets that can be used in Unity 3D (www.unity3d.com) applications. This includes experience such as rigging clothes to humanoid avatars. Some 3D animation experience is a plus; and/or

This recruitment will be utilized to fill three Civil Engineer 2 positions to support disaster recovery efforts related to disaster FEMA-4309-DR-WA Severe Winter Storm, flooding, landslides and mudslides. Project appointment is anticipated to last up to 24 months.

Under the general direction of the Regional Public Assistance Supervisor, the Civil Engineer is responsible for providing professional level engineering support and technical expertise in implementing the statewide Disaster Recovery Project and other presidentially declared disasters and emergencies.
PUBLIC ASSISTANCE PROGRAM OVERVIEW
The Public Assistance Program administers the state and federal public assistance and infrastructure program for all disasters designated as a Presidential Declared Disaster. The Public Assistance Program enables governments, communities, non-profit organizations, and tribes to recover from the immediate and long-term impacts of disasters. The program provides state and federal funds to these agencies for the repair and restoration of damaged public facilities, as well as to reimburse the agencies for a portion of the costs associated with emergency work and debris removal due to the disaster. Duties
Responsible to work with affected agency public works and engineering departments, as well as federal funding and regulatory agencies to conduct public assistance project scoping and formulation, project engineering and construction cost estimating, and project worksheet writing.
Conduct public assistance pre-construction design and engineering reviews and construction site monitoring to ensure work is completed within scope of work parameters, and environmental regulatory and contract grant compliance.
Conduct public assistance large project final financial accounting and project special conditions inspections. Conduct final inspections consisting of environmental, historic, archeological, insurance, mitigation, and construction permit reviews and a complete review of claimed costs for reasonableness and eligibility.
Team with various federal agencies within assigned counties to conduct debris removal, emergency measures, and public facility infrastructure damage assessments, data recording, and damage reporting, as well as cost eligibility analysis for inclusion in Governor requests to the President for federal assistance as well as assisting with the stand-up of FEMA-State Joint Field Office operations.
Provides professional level engineering support, technical expertise, and construction cost estimating to the assigned program manager. Conduct reasonable-cost, benefit cost analysis; contract and consultant agreement analysis; and provide technical advice concerning the technical adequacy of scope of work and cost estimates.
Responsible to work as a Joint Field Office (JFO) Project Specialist with staff from a wide array of local jurisdictions, state agencies, tribal governments, private nonprofits, and federal agencies to provide professional grants and program management assistance and technical support to Disaster Recovery Projects,
Bachelor's degree with a major study in civil engineering. Registration as an engineer-in-training may substitute for degree.
One year of professional level civil engineering work.

Maintain contract records:
Maintain contract records and case management files including progress and financial records, change order approvals, punch-list validations, and meeting terms and conditions of the grant.
Develop contract close-out documents from record and original or copied contract agreements, certified payroll, equipment logs, inventory sheets, and validate claimed expenses against contract deliverables.
Use Microsoft Office Suite (including Word, Excel, PowerPoint, Outlook, or similar software) to develop complex documents and presentations in support of program objectives. Supplemental Information
CONDITIONS OF EMPLOYMENT
Background Investigation: Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.
Union Shop Provision: This position is covered by a union shop provision. Therefore, as a condition of employment, candidates who are appointed are required to become a member of the Washington Federation of State Employees, or arrange to pay to that union a fee equivalent to its regular monthly dues. The union shop provision shall be effective on the first day of the month following the employee's initial 30 days in this classification.
Driver's License: If selected for the position, must maintain and/or obtain a valid State of Washington driver's license prior to the date hired and be qualified to drive a state vehicle as required to accomplish program requirements.
Military Facility: Position is required to work on a Military Controlled Access Installation.
Work Hours: The Agency has implemented a 4/10 work schedule. The standard workweek will be Tuesday through Friday with Mondays off. The actual work hours will be established between the employee and immediate supervisor and will start no earlier than 6:00am and end no later than 6:00pm.
Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.
Travel: Regular travel required - up to 20% to include overnight stays.

Duties: Under supervision, provide design and CAD support to the team for a wide variety of projects. Perform design efforts in conventional aspects of civil engineering, which include research and analysis, hydraulics, hydrology, water/sewer/drainage, street design, and grading.

Stantec is currently looking to add a Civil Engineer or Engineer In Training to support our Northern California Civil Engineer – Waterpower and Dams practice. The ideal candidate will have a strong background and/or interest in engineering design in the field of Waterpower & Dams.
We encourage you to apply if you possess knowledge with some applied experience of civil and structural engineering principles and practices in broad areas of assignments and related fields, with specific emphasis in large civil infrastructure related to dams and hydropower. The candidate must have familiarity with performing engineering problems and methods; and use advanced analysis techniques including the modification and extension of theories, precepts, and practices of the field and related sciences and disciplines.
Applicant must be capable of working effectively with teams and clients, and be willing to learn from peers and supervisors. Work products will include field investigations and working on design of water conveyance and storage facilities, dams, and hydropower projects.
- Participant on multidisciplinary teams in an office environment as well as in virtual team environment.• Perform preliminary and detailed civil and structural analysis for hydraulic structures and facilities for dams and other hydroelectric related projects, specifically including: Intake structures for dams and reservoirs with multi-level gates, Penstocks and outlet conduits, Energy dissipation structures, Control building and gate houses housing mechanical and electrical equipment for operation of dams and reservoirs, and Powerhouse structures for hydro-power plants. • Preparation of studies, design criteria, design reports, plans and specifications, and quality assurance reviews of related designs and construction plans, and support of construction. • Organize, draft and coordinate production of various reports to ensure technical consistency and inclusion of appropriate documentation •Inspect construction for compliance with specifications; review and approve drawings; conduct field inspections; review progress versus schedule.• Support multi-disciplinary teams on civil and structural engineering projects. • Evaluate alternatives and resolve technical questions. • Assist with preparation of budgets and scopes of work. • Organize, draft and coordinate production of drawings and specifications to ensure technical accuracy. • Serve as civil and structural egineer on small- to mid-sized projects and work on several projects concurrently. • Assist in project administration including writing reports, gathering information, drafting proposals, drafting correspondence, and completing progress reports. • Assist technical staff in field activities including site inspections, shop inspections, monitoring and other fieldwork. • Work in a manner to ensure your personal safety and that of fellow employees by following company health and safety guideline and policies.
