Congressional Inquiries Analyst
Under minimal supervision, the incumbent serves as an action officer in the NGB Congressional Inquiry Division by providing factual, coordinated, and timely replies to written and telephone inquiries from the White House, the Department of Defense, Members of Congress, their Committees and Staff as well as the Governors. The following tasks are conducted in assistance to the Congressional Inquiries Branch Chief.
Essential Functions of the Position:
- Receives and responds to a wide variety of written and telephonic inquiries while ensuring that replies are accurate, responsive, coordinated and timely.
- Establishes and maintains contacts with the staffs of Congressional offices and within Department of Defense (DOD), the Army, the Air Force, the National Guard Bureau and the States and Territories.
- Develops and ensures the Privacy Act and Freedom of Information Act are complied with before releasing information. Develops a formal coordinated Army National Guard/Air National Guard position on complex and controversial inquiries submitted by Members of Congress and the White House.
- Serves as backup to the Branch Chief, responding to telephonic inquiries from Congressional staff, assigning casework, and overseeing the work of subordinates.
- Initiates the affects appropriate coordination of sensitive inquiries between the National Guard, Departments of the Army and Air Force, Congress, States and Territories, and other executive agencies as required.
- Participates in special projects and initiates and performs special assignments as requested.
- Provides advice and guidance to functional experts outside the office on how to best articulate the official NGB position. Prepares documentation and other reports for submission to a higher level authority.
- May perform other duties as required.
- BS in related area and three years of relevant experience, or equivalent combination of education and experience.
- Incumbent must exhibit a highly developed understanding of the Legislative process with respect to technical aspects of House/Senate relations and operations. Incumbent must possess basic understanding of U. S. Code and other regulatory guidance in order to provide meaningful analysis.

In order to ensure seamless care for Veterans, VA will move toward a single common system by adopting the electronic health record (EHR) system that is being deployed by DoD, which at its core consists of Cerner Millennium. ERPi is providing a range of program management, administrative, and technical support activities to the VA’s EHRM Program Executive Office (PEO) in support of this transformative and high-profile enterprise-wide effort. The scope of this program includes PMO support of the EHRM, including the maintenance, enhancement and decommissioning of supporting legacy health systems and support for all projects and programs required for the success of the EHRM.
This requirement is for contractor support services to provide strategic communication support to assist the EHRM PEO’s Chief Medical Officer (CMO) in planning, writing, creating, designing, developing, coordinating, executing, implementing, disseminating, and measuring/evaluating a broad range of communications for members of Congress. The communications and congressional affairs analyst is responsible for reviewing and responding to Congressional inquiries; coordinating, tracking, reporting, and archiving responses to action items and requests for information received from multiple governmental offices and agencies; preparing leadership for meetings with Congress and GAO; preparing materials for GAO inquiries; drafting and reviewing legislative proposals. Work collaboratively with the communications team to ensure the messaging for EHRM is consistent across all outlets.

With offices across the United States engaging in the defense, space, cyber and commercial fields, Dynetics provides responsive, cost-effective engineering, scientific and IT solutions. This position will support the Dynetics Congressional Analysis Team, which provides congressional support to multiple Department of Defense (DoD) customers. Candidate will monitor and report on congressional activity on DoD issues and legislation.
Duties will include maintaining databases of biographical information on Members of Congress and Executive Branch officials, Member press releases, hearing transcripts and statements, earmarks, and budget lines. The candidate will learn about DoD processes and organizations while enhancing their knowledge of Congress while watching and writing summaries on committee hearings and floor action, analyzing bill and report language, and charting the annual appropriations and authorization processes. Basic Qualifications Position requires a Bachelor's Degree in political science, government, or a related field.
Some Capitol Hill experience - whether an internship or a full-time job - is required. Other Qualifications Candidate must have a basic knowledge of the Legislative Branch, including the roles of committees in the formulation of annual appropriations and authorization bills. Proficiency in the Microsoft Office Suite, particularly Word, Excel, and PowerPoint, is required.
Strong research and writing skills are required.
Strong verbal communications and presentation skills are desired. Understanding of military issues is desired but not necessary.
