This MgCl2 OperationsSpecialist will be responsible for Process Engineering for the Salt Business Unitas well as leading Plant operations for the MgCl2Operational Processes and Site Boiler Operations. This position will be the Technical Expertfor the Ogden Salt Business Unit. This position provides front-lineleadership and process engineering support for the MgCl2 manufacturingplant as well as the boiler and utility operations. General duties include safe operations and oversightof quality in the MgCl2 and boiler plants, development andimplementation of plant operator training, the maintenance of daily statisticsincluding Key Performance Indicators (KPI's), assisting the Ops Manager inleadership development, introduction of and/or adherence to Standard Operating Procedures(SOP's), Management of Change (MOC), and plant oversight duties related togeneral supervisory functions.
Essential Duties and Responsibilities include but are not limited to thefollowing: (Management reserves the right to add or modify the duties andresponsibilities at any time.)
Calculates heat and mass balances of plant processes.
Works in conjunction with operations and engineering to maintain the MOC process.
Performs fluid mechanics calculations to size new pumps and piping and to evaluate existing systems for problem solving and optimization.
Conducts plant and lab tests to measure the impact of process changes on plant performance. Assess analysis and makes recommendations accordingly.
Troubleshoots chemistry and material handling problems, and identifies solutions.
Identifies opportunities to improve plant efficiencies and prepares Capital Acquisition Requests (CAR's) with the appropriate supportive documentation
Regularly monitors plant operations to assure safety, environmental compliance, quality and cost controls meet expectations.
Supports KPI development, measurements, communication, and continuous improvement utilizing Compass Continuous Improvement Process tools
Serves as the MgCl2 and Boiler Plant Safety resource ensuring continuity in meeting ongoing EHS&S objectives.
Provide leadership and support for operational improvement projects, including the development of a technical improvement plan.
Supports development of training programs and the training of plant operators.
Modifies, develops and implements SOP's with support from Site training resources.
Maintains daily KPI's, operating instructions and other efficiency stats for plant operations.
Determinesand maintains proper staffing levels. Insures adequate training, evaluation and retention of employees areprovided.
Evaluatesproduction capacity deficits and recommends and/or leads efforts to close thosegaps.
Implements necessary policies and procedures to safely meet or exceed daily and monthly SOIP objectives.

Driver Helper (Seasonal)
On a daily basis the Driver helper will help deliver customer-purchased product to assigned accounts as well as stock coolers and shelves neatly with product, and ensure proper rotation of product with every delivery. This position will pick up all empty kegs at their prospective stops on a daily basis. The Driver Helper works safely, obeying all Company policies and procedures including safety procedures and requirements and will communicates with co-workers, ensuring superior customer service.

Help Duties Summary
This position is located in the Office of Engineering and Maintenance and/or the Office of Lock Operations and Marine Services, Saint Lawrence Seaway Development Corporation, Massena, NY.
This announcement is to establish one (1) register that may be used to fill multiple vacancies for a period of 12 months. Types of appointments filled may include:
(A) Full time Permanent positions; OR
(B) Full time Term positions Not-to-Exceed 13 months, with extension options up to 4 years from the date of the initial term appointment; OR
(C) Full time Temporary positions for a specified period not to exceed 1 year, with a maximum extension of up to 1 additional year.
(A term or temporary promotion does not confer status eligibility for hire or promotion into any other Federal position.)

Permanent and Term appointments serve as both Trades Helper and Linehandler Relief and may be assigned to either Maintenance or Lock Operations. Appointees are required to train as reliefs for Lock & Dam Operator's (LDO) and Lock & Dam Operator Leader's (LDOL). Additionally, they may also be assigned to the Marine Crew when helper assistance is required.
Temporary appointments are primarily for Linehandler Relief and are assigned to Lock Operations to cover for scheduled and unscheduled absences of Trades Helper (Linehandler Relief's).
All appointments require successfully completing the Linehandler Training Program.
When assigned to Locks Operations, work is performed during the navigation season (mid-March through December). Linehandler work is performed on an as needed basis for emergency or operational needs and is subject to working on a 24 hour basis, seven days a week, on rotating day and night 12 hour shifts, with rotating days and weekends off. You will be subject to work schedule changes with a minimum of 12-hours notice.
The ideal candidate for this position has experience in the electrical and/or mechanical maintenance trades.

SOME ESSENTIAL FUNCTIONS ARE (not all functions apply to the temporary appointment):
If assigned to Trades Helper duties: you will assist journey level trades workers by performing the duties associated with improvements to, and maintenance of, electrical and mechanical equipment. You may also assist journey level employees in other trades. Trades Helper work is performed primarily on Monday through Friday, day shift.
Obtains appropriate tools, blueprints, schematics, supplies, and materials applicable to the assigned job. Assists during set-up, shifts and aligns material and parts, and cuts, threads, bends, and glues pipe, conduit, angle, rod, flatstock,etc. Fastens and installs/pulls cable and wire.
Changes/installs bulbs, ballasts, thermostats, switches, outlets, and electrical boxes. Splices wire, trips/resets breakers, changes fuses, and cleans contacts and control devices.
Assists in tearing down and assembling machinery and steam cleans or solvent cleans parts and machinery. Adjusts, inspects, cleans, and changes oils and filters on equipment and machinery. Lubricates machinery according to maintenance schedules.
Removes rust, wax, dirt, old paint, etc. from surfaces by sand blasting, wire brushing, and scraping. Applies paint with roller brush and sprayer. Cleans and maintains brushes and painting equipment.
Measures, cuts and assembles lumber and other materials constructs forms, installs reinforcement and anchor bolts, and mixes and places concrete. Assembles and erects staging.
Operates pick-ups, fork lifts, skid-steer loaders, stake rack trucks, etc. to move equipment and materials. After appropriate training, may be assigned to perform asbestos abatement duties as an additional pay assignment, at the WG-6 level.
If assigned to Linehandler duties:
Passes/receives messenger/mooring lines or wires to/from vessels to secure them in the lock chamber or on approach walls. Operates an electrically powered capstan to pull-up a commercial vessel's mooring wires.
Observes for unusual occurrences during a lockage, may assist leader in positioning vessels or signaling for the opening or closing of gates. Remains on the lockwall during lockages. Secures pleasure craft and may assist with collecting tolls.
As required, performs related tasks which include but are not limited to: handling lines and mooring cables from vessels approaching the guidewalls prior to lockage; operating a pick-up truck and electric lock vehicle(ELV); assisting ship's personnel in securing vessels to the outer guidewalls; assisting pilots on/off vessels; preparing witness statements concerning incidents occurring during your tour of duty; reading and recording vessel drafts and registration numbers; operating small outboard work boat; and assisting in the training of new employees.
Additional required training for Permanent and Term Appointees:
After successful completion of the Linehandler Training Program, you will be trained as a relief for Lock& Dam Operator(LDO). Upon completion of the LDO training, you will be reassigned to a new position description, titled Trades Helper (Linehandler/LDO/LDOL Relief) and will also be required to complete the LDO Leader (LDOL) training.
After appropriate certification training, may be assigned to perform asbestos abatement duties as an additional pay assignment, at the WG-6 level.
