Relocation Benefits Not Available for this Position Employer will not sponsor visas for position The primary function of this position is to set the strategic direction and manage personnel, work processes and information pertaining to the integrated cycle of demurrage from hydrocarbon marine transportation, which involves marine based load/discharge event times, receiving and analyzing demurrage claims, negotiating and making appropriate settlement payment, rebills to 3rd parties, collection of rebills, financial and operational reporting and optimization of tools, processes and/or manpower to prevent and/or mitigate future delays resulting in costly demurrage. The Manager, Demurrage Control must utilize a thorough understanding of the entire supply chain and financial impact of all processes and transactions pertaining to demurrage. Also, this position is responsible for reviewing supply purchase and sale agreements to ensure appropriate contractual consideration given to demurrage obligation, analyze contractual arrangements and cargo transfer operations to identify demurrage issues and advise appropriate parties in order to help avoid demurrage, confer with traders, schedulers and terminal operations personnel to raise the level of demurrage awareness. Work with Credit, customers, and Suppliers to maintain current account receivable balances. This position is also responsible for root cause analysis of demurrage, process re-engineering and optimization of demurrage, as well as the implementation of corrective actions to reduce the financial and operational impact from demurrage. This involves a close monitoring and contact with third parties and business partners on demurrage causes, as well as the assessment of its operational and financial impacts to CITGO, including but not limited to the development of the right channel of communication with PDVSA at all levels involved in the demurrage analysis and problem solving. This position is CITGO leading voice and representative to address demurrage items with PDVSA.

Manage settlement of demurrage claims against CITGO. Gather data and information from all available resources regarding each marine movement having demurrage hours. Receive, validate, analyze, negotiate, settle and pay demurrage claims resulting from marine movement of crude oil, feedstocks and refined products for CITGO. Assign demurrage cost and reasons internally to CITGO business units.
Manage and supervise the identification and subsequent invoicing of demurrage due to CITGO from third parties. Maintain sound records of open items and diligently pursue collection of open claims including collaboration with Legal Department to pursue litigation if deemed necessary.
Review purchase and sale contracts and advise management and key professionals concerning demurrage contractual obligation issues, and the effect of CITGO’ s General Terms and Conditions, CITGO ’s Marine Provisions and CITGO’ s ASBATANKVOY clauses on those issues. Use sound judgment to consult with Legal Department for complex matters.
Manage CITGO’ s demurrage prevention efforts by identifying, analyzing and assessing root causes of demurrage, as well as establishing cause-effect relationships to determine the financial and operational impact of demurrage
Develop and maintain a strong relationship with PDVSA to facilitate a strategic partnership. Manage CITGO’s demurrage assessment, including root cause analysis, process reengineering and optimization, as well as the implementation of permanent solutions to mitigate demurrage impacts to CITGO due to crude cargos supplied by PDVSA.
Develop and steward a set of performance metrics and KPIs to monitor the impact of demurrage and the effectiveness of corrective actions and mitigation plans intended to improve/optimize performance. Produce management reports for stakeholders and business unit management.
Manage activities pertaining to process reengineering and optimization to improve demurrage performance in CITGO, working in a cross functional fashion with stakeholders and business units.
Ownership and administration of a set of formal policies and procedures pertaining to demurrage control and prevention

- Create new work orders received via email, EDI, and online systems for assigned accounts in a timely manner. Monitor for specialty loads, including In Bond, Triaxle, Reefer, HazMat, etc. Ensure all systems and spreadsheets are properly updated and confirm all orders are received according to Standard Operating Procedures. - Load plan and set terminal appointments as applicable for containers that are available and need to be picked up from the port. (20%)
- Complete daily reports, including Outgates, Aging Dates, and Freight Bill Pull. (15%)
- Check availability of Import Containers up to three times per day and update the Import Spreadsheet with Last Free Day, as well as any holds in place at the terminal. (15%)

- Ensure all containers scheduled for previous day have been picked up from port. Communicate with dispatchers and troubleshoot issues with those containers that did not out-gate from the port. Notify appropriate parties to request corrections and or updates. Reduce Duncan’s liability on demurrage fees.
- Schedule delivery appointments and update on the Import Spreadsheet, Appointment Spreadsheet, and Truckmate.
- Work with other team members to promote an atmosphere of teamwork, customer service, and efficiency in the movement of cargo.

- Outgates: Resolve issues with 100% of loads which failed to out-gate from port on previous day without incurring demurrage fees.
- Check Availability: Move containers up for pickup on same day they are made available at port. Initiate resolution of hold issues on same day holds are found. Complete resolution within 1 business day.
- All orders entered are on load board, and all appointments are entered in respective spreadsheets.
Must have solid data entry and research skills. Must be detail oriented and able to maintain personal file organization. Must have intermediate computer skills to navigate and update Truck-Mate database, Microsoft Word and Excel proficiency, and 10-key by touch experience is required. Must be able to multitask. Must be resourceful with provided tools. Must be able to sit for up to 8 hours using a keyboard and monitor. Must be able to accurately key data into various forms, programs, and web sites. Must be able to easily ascend and descend stairs. Must be able to work in a fast paced, noisy environment. Must be able to remain calm in high pressure situations. JOB SUMMARY: Accurately initiates, indexes, processes, maintains and records incoming court fillings and collection of court fees in accordance with the Texas Codes of Civil, Family and Criminal Procedures and the Texas Government Code.

The Shipping and Receiving Clerkis responsible for supporting the activities of the shipping area.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Receive materials and product, inspect it, and enter it into the SysPro.
Load materials and products according to designated shipping requirements.
Record product, packaging, and order information on specified forms and records.
Examine and inspect containers, materials, and products to ensure packing specifications are met.
Measure, weigh, and count products and materials.
Mark and label containers, tag, or products.
Remove completed or defective products or materials.
Assemble, line, and pad cartons, crates, and containers using hand tools.
Contact carrier representatives to make arrangements or to issue instructions for shipping and delivery of materials.
Requisition and store shipping materials and supplies to maintain inventory of stock.
Determine shipping methods, routes, or rates for materials to be shipped.
Compute amounts, such as space available, shipping, storage, or demurrage charges, using computer or price list.
Assist with reports of defective materials or questionable conditions to find a timely solution.
Maintain the work area and equipment in a clean and orderly condition and follows prescribed safety regulations.
Complete tasks as directed by manufacturing schedules with minimum supervision.
REQUIRED SKILLS AND EXPERIENCE:
Computer skills: Microsoft Office, SysPro, Starship experience.

Must be able to read and interpret drawings, follow routers, use simple math, and use basic hand held measuring tools.
Must be familiar with the basic machine functions.
Must be able to communicate (verbally and written) in English.

High School diploma or equivalent.
One to three years of experience desired in a manufacturing environment.
Any equivalent combination of education and experience determined to be acceptable by management.
Light to moderate physical effort required.
