Provide support with anysoftware/connectivity issues between onsite and offsite contractor personnel.
Work with S1000D (InternationalSpecification for Technical Publications) utilizing a Common Source Database(CSDB).
Accomplish duties IAW S1000D and IETMplanning efforts by defining project scope, project objectives, schedule andmilestones, roles/responsibilities of key players/subject matter experts,project assumptions and constraints, project risk analysis/contingency plansand sustainment.
Accomplish development efforts bymonitoring objectives, validating technical accuracy, staying abreast on currentand future methods and strategies, identifying performance conditions andstandards, and determine proper activities to meet implementation objectivesand strategies for ALC implementation on the use of S1000D and IETMs.
Support in the development of ProgramSpecific Business Rules IAW S1000D specifications.
Communicate technical data requirementsto the Government as related to IETMs.
Provide technical support to the
Technical Publication Branch by defining requirements, capabilities,functionality, resolving software, hardware and data issues related to theimplementation and sustainment of technical data.
Monitor the quality of the converted(new and modified) electronic technical data utilizing a CSDB.
Analyze aviation technical datarequirements and provide detailed solutions and processes for inducting contentinto IETM format within USCG approved Information Technology (IT) applications.
Collaborate with engineers and technicalprofessionals in the writing, editing, and publication of various types ofdocuments to include but not limited to Process Guides, Desk Guides, andtechnical standards.

Develop, revise and analyze XML contentusing Notepad, UltraEdit, UltraCompare or equivalent as supported by the USCGas it pertains to TDPs and IETMs.

BayFirst Solutions is seeking a NDI Engineering Technician IV to support the USCG Engineering Services Division (ESD) Non Destructive Inspection (NDI) Program.
NDI Engineering Technician support tasking for all ALC product lines and field units includes, but is not limited to:
Evaluate, recommend, NDI parameters for implementation of changes to existing and new processes. All briefs, reports, documents, recommendations, evaluations and activities prior to implementation shall go through the NDI Program Manager for approval.
Recommend procedures and techniques used to locate and identify anomalies in manufactured, reworked, and in-service metallic and non-metallic aircraft and aircraft related components.
Design and perform tests, analyze, apply NDI and evaluation technique fundamentals and evaluate results of processes used throughout the USCG.
Arrive at technically accurate conclusions and provide recommendations and report the findings. Interpret, select, adapt and apply guidelines, engineering principles and practices in the development of NDT/I/E methods to be used at ALC and throughout the USCG aviation community.
Develop and implement NDI technical directives in the form of but not limited to: TCTO s, MPC s, and ALC specifications and instructions.
Coordinate with product line engineering, production management, and NDI personnel to continually improve testing methods, techniques, and facilities with an eye towards improving efficiency, accuracy, and completeness.
Assist the NDI Program Manager in the review of all NDI related technical documents and CG-22 s for the USCG aviation fleet and depot.
Review and recommend to the NDI Program Manager any industry standards and specifications (SAE, military specifications, etc) that would be instrumental in maintaining the most complete and accurate NDI programs possible.
Support surface side NDI when required.
Support USCG airworthiness by ensuring manufacturing and quality processes result in airworthy aircraft components and structures.
Provide NDI technical expertise in a failure analysis, root cause failure analysis and in support of mishap investigations.
Research cost estimates and written proposals for industrial engineering related efforts.
Serve as assistant inspector with assignments to the USCG ALC Industrial Operations Division (IOD) as required but not be responsible for the acceptance or rejection of aircraft parts.
Travel to complete tasking as required.
Perform other NDI technician services as required.
Four (4) years aviation NDI experience as a Level II Inspector in accordance with (IAW) National Aerospace Standard (NAS)-410. The experience shall be at least four years in each of any of the following four (4) of five (5) NDI methods: Liquid Penetrant Testing (LPT), Magnetic Particle Testing (MPT), Eddy current Testing (ET), Ultrasonic (UT), and Radiography (RT). Eddy Current shall be one of the four (4) methods.
Of the four (4) methods, the NDI Engineering Technician shall be certified by ASNT to a Level II or ACCP Level II (General Category) or by a third party which has an ASNT Level III in the methods with which the candidate is certified in. Third party shall certify the individual IAW NAS 410. This shall be accomplished every three (3) years to the date on which original certification was accomplished in all four (4) methods. A combination of the two (2) certifying methods is permissible. The contractor shall supply to the USCG the following documents for proof of training, qualification and certification.
NDI Level II current certificates and work history documentation that demonstrate training and actual prior job performance IAW NAS-410 and ANSI-CP-105/106 Level II curriculum.
- NDI work history documents that demonstrate the qualifications for a Level II IAW NAS-410.
NDI work history documents that demonstrate four (4) years of experience as an NDI level II technician in the aviation industry.
Minimum of two years experience in:
Automatic Rotating fastener hole inspections in single and multilayered, multi alloyed material aircraft structures in the eddy current method.
L-wave and Shear Wave Ultrasonic method. (If UT is one of the four methods.)
Digital and convention film radiography (RT). (If RT is one of the 4 methods.)
Knowledgeable of aircraft structure, aircraft components, aircraft assemblies, and of aircraft metallic and non-metallic materials.
Knowledgeable in manufacturing processes of aircraft components.
Knowledgeable of flight critical issues that can impact product quality, airworthiness and flight safety.
Understanding of the technical information and work flow issues encountered in the daily operation of a complex aviation depot.
Ability to arrive at technically accurate conclusions and provide recommendations and report the findings. Interpret, selects, adapts and applies many, often conflicting guidelines, engineering principles and practices in the development of Nondestructive Testing/Inspection/Evaluation (NDT/I/E) methods to be used at ALC and throughout the USCG aviation community. At times shipboard NDT methods may need to be available to the USCG surface side.
Ability to use standard power tools hand/ stationary tools, including but not limited to drill motors and saws.
Skilled in the use of standard and specialized tools of the NDI discipline.
Ability to work in and around aircraft, to include but not limited to; wings, fuel and dry bays.
Ability to lift up to 20 pounds.
