Environmental Specialist 1
This position is assigned to the North Central Regional Unit but is responsible for permitting and technical assistance for point source facilities in the assigned area, and where needed in the state for the program. The duties include: reviewing permit applications and other technical documents; issuing, reissuing and modifying municipal National Pollutant Discharge Elimination System/State Disposal System (NPDES/SDS) wastewater permits; and providing public, technical and operator assistance.
A Bachelor's degree in an environmental protection or related science area OR two years of professional-level environmental protection experience.
Effective communication, writing, computer, problem-solving, and interpersonal skills.
The ability to gain a complete understanding of the environmental regulatory process and procedures.
An understanding of state and federal environmental laws, rules and regulations applicable to water quality.
Working knowledge of the MPCA policies, strategic goals and compliance and enforcement process.
Previous experience and understanding of wastewater treatment facility operations and the NPDES/SDS permit program and requirements.
Experience with environmental policy, strategies or processes used to accomplish positive environmental outcomes.
Experience or training in applying environmental rules and requirements in a regulatory program.
Requires occasionally lifting and
/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
Requires a Class D driver s License:
a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
