Edible Vegetable Oils Refinery Manager – Enderlin, ND
This is an exempt level position.
The Enderlin facility processes canola, sunflower and soybeans as well as high oleic varieties of sun and canola oils. The facility also includes a multi-oil refinery with the capacity to refine approximately 2,000,000 # of oil per day. This is a non-union facility with an hourly workforce of 90 employees and a salaried staff of 30 employees. The refinery includes 5 salaried and 13 hourly employees.
The refinery manager's areas of production responsibility are refining, bleaching, deodorizing, dewaxing and load out. Refinery process experience in these areas is meaningful, as well as management skills such as setting plant priorities, safety culture, implementing company policies, cost management and capital discipline. The position is also extensively involved in quality control, food safety, environmental compliance and the plant's evolving maintenance program.
Employee will work in a plant environment. The physical requirements of the job requires the ability to climb stairs, lift 55 pounds, prolonged periods of standing and sitting, computer work, working in confined spaces and from heights, bending, kneeling and potentially working adjusted hours.

Position Purpose & Summary
Support process engineers embedded in vegetable proteins and if possible and needed limited support to hydrocolloids, and emulsifiers businesses with technical expertise. This includes but is not limited to providing and developing design standards for manufacturing technology, developing and executing on process benchmarking, and work directly with the local operation teams to implement a manufacturing technology roadmap/improvement plan.
This position is supporting the subject matter expertise for the design standards, process capabilities, hazard analysis, performance monitoring, technical training, and incremental and significant improvements for the manufacturing technology concerning the area of Vegetable protein.
This position is a member of the manufacturing technology organization for hydrocolloids, emulsifiers, vegetable proteins, and specialties and focusing on processes managed by Cargill's Starchy, Sweeteners and Texturizers Group. It is co-responsible for the technology aspects of developing, implementing and optimizing manufacturing processes of vegetable protein. This position requires a broad range of water and land-based natural resource management projects at times when the geoduck fishery is not open. The role involves a variety of project work primarily within the fields of marine and riparian habitat and resource assessment, enhancement, and monitoring using established scientific principles and techniques.

Description of Work
Internal Posting – Only Permanent NC Department of Transportation Employees or layoff candidates with the State of North Carolina eligible for RIF priority reemployment consideration as described by GS 126 May Apply. Employee serves as the inspector for all contractual operations at the Division Rest Areas and Welcome centers, including janitorial services, grounds maintenance, and facility maintenance and renovations.
Will be required to work with the contractor and their staff to ensure proper operation 24 hours/day, 7days/week, 52 weeks/year that includes night and weekend inspections and emergency closures due to hazardous spills, accidents, snow and ice, etc. Record keeping of Rest Area inspection scores and water usage and recycling reports are collected and submitted to Central Roadside Environmental Unit. Position is responsible for inspection of landscape enhancement projects, mowing contracts and Plant Bed Maintenance contracts.
Position also coordinates Selective Vegetation Removal program with outdoor advertising companies, business owners and contractors. This includes permit and fee processing, policy interpretation and inspection of contracted work. The Division of Water Resources' mission is to protect the state's water supplies and foster stewardship of this natural resource for use by current and future generations of citizens. The Division comprises six Sections:
Water Quality Regional Operations; Water Sciences; Public Water Supply; Water Quality Permitting; Groundwater Protection, Animal and Coal Ash Operations; and Water Planning. This goal is achieved through providing technical assistance and consultative services; establishing water quality standards and classifications; permitting regulated entities; certifying water treatment plant operators and wastewater operators; performing inspections and compliance activities; performing laboratory analysis and testing; and providing educational outreach and training.
The mission of the Water Sciences Section is to provide the Division with accurate information pertaining to waters of the state. Excellent service along with water quality monitoring and certification program and analytical laboratory analyses that provide scientifically defensible data are the section's main avenues for accomplishing this mission. These activities support the management and protection of North Carolina's surface water resources for the health and welfare of the citizens of North Carolina, and the economic well-being of the state.
This position is located at at the Reedy Creek location.
This position is responsible for providing technically and legally defensible quantitative analysis of environmental samples (e.g. drinking water, surface water, ground water, rain water, animal waste lagoons, wastewater, soil, sediment, sludge, tissue) for metals parameters including aluminum, antimony, barium, beryllium, boron, calcium, cadmium, chromium, cobalt, copper, iron, lead, lithium, magnesium, manganese, mercury, nickel, potassium selenium, silver, strontium, thallium, tin, titanium, vanadium, and zinc.
The results of these analyses are utilized to protect human health, protect the environment and meet federal and state monitoring requirements prescribed by the United Sates Congress, NC General Assembly, and the NC Environmental Management Commission.

The Payroll Analyst II performs regular audits of payroll processes to identify errors and make recommendations to improve processes and procedures. This position is responsible for running the most demanding payroll functions, such as adhering to collective bargaining agreements, running complex payroll tax processing or creating and implementing quality assurance programs for complex payroll functions.
Knowledge, Skills & Abilities
Processes court ordered wage garnishments including, but not limited to, federal and state levies, child support, student loans, creditor garnishments, wage assignments and bankruptcy orders.
Maintains garnishment order start and stop dates accurately.
Researches garnishment errors and provides solutions.
Offers support regarding union grievances and requests related to the payroll function.
Performs audits on payroll requests processed by the payroll functions and recommends improvements.
Documents all payroll processes and records updates as improvements are implemented.
Creates and maintains training materials for all payroll processes.
Manages all Union Collective Bargaining Agreements (CBA) to ensure compliance for time and attendance tracking and processing.
Loads new CBAs and updates the Union matrix.
Proactively engages with the Labor Relations department to provide input for upcoming CBA negotiations.
Completes year-end tax filings including W2's and W2c's as required.
Calculates annual FUTA Credit Reduction amounts by property and ensures proper invoicing to properties.
Reviews worker compensation rates within the system and provides required data for annual audits.
Completes payroll tax account reconciliations.
Audits employee tax exemptions to ensure correct local reporting.
Requests abatement of tax penalties when required.
Prepares and submits amended tax returns timely to required agencies.
Resolves discrepancies with the journal payrolls
System and tax vendors.
Communicates directly with third party agencies regarding tax inquiries.
Requests new tax agency accounts and manages account set-up with third party vendors and ensures compliance.
Serves as the expert in proper tax filing processes, tax withholding and tax compliance.
Researches and responds to all tax notices and ensures proper invoicing.
Manages and stays abreast of all payroll legislative changes to ensure compliance.
Researches and resolves garnishment processing issues.
Performs other duties as assigned to include special projects.

FLEX II RN COMMITMENTS
Flex nurse will be available to be scheduled for the following hours/shifts:

3.One (1) winter holiday (Thanksgiving, Day after Thanksgiving, Christmas Day, New Year's Day)
4.One (1) summer holiday (Memorial Day, July 4, or Labor Day)
5.Ability & acceptance to work on at least two units
6.Also requires that a Flex Nurse follow the scheduling process outlined below:
Upon completion of the unit-based schedules by full-time & part-time staff (with their required shifts only), the schedule needs will be posted to all Flex Nurses. The Flex Nurse will choose their available shifts that match the needs of the organization while maintaining the requirements listed above within one week from receiving needs.
This is a non-benefit eligible position.
The compensation is a flat hourly rate which takes into account that:
1.There is no guarantee of any minimum scheduled hours.
2.There is no paid time off (holidays or otherwise).
3.There is no eligibility to participate in employer paid benefits except as mandated by law
