As a FLIGHT OPERATIONS SPECIALIST, GS-2102-8, this position is located in an Army Support Facility (AASF) or Army Aviation Flight Activity (AAFA). Its purpose is to conduct preflight briefings for pilots and provide in-flight advisory services. The AASF or AAFA provides flight services and mission briefings which are relatively small in number i.e. well below 75,000 and 25,000 respectively.
1.Conducts preflight pilot briefings in accordance with National Guard regulations and directives. Briefs pilots on mission, aircraft and flight plan.
Briefs and provides pilots with information on mission restrictions; on-route navigational facilities and equipment, hazards and terrain; weather forecasts; notices to airmen (NOTAMS) and deviations to flight plans when required. Is responsible for assuring pilot and crew are qualified in aircraft to be flown and for type of mission to be performed. Is responsible for completion of risk analysis projection.
Determines when flight requires higher level approving authority. As flight approving official, signs briefing documents upon completion of mission preflight briefings. Makes recommendations to pilot-in-charge when flights should not be attempted.
Conducts post mission debriefs. Provides flight following services for all local and maintenance test flights. Responsible for direct voice communication with aviators in flight to transmit and receive information such as flight plan changes, weather advisories, NOTAMs, other aeronautical information and data affecting safety of flight.
2.Processes extended and local clearances, including examination for conformance with flight rules and regulations. Processes, clears and transmits flight plans and flight progress messages to appropriate agencies (FSS, ACT tower, ARTCC) which may require use of service B equipment. Responsible for initiating search and rescue for overdue aircraft and implementing the crash rescue plan in the event of an aircraft accident.
3.Prepares, maintains and files records, charts, graphs, and reports allied to flight operations and flight training activities such as aircraft utilization reports, aircrew information reports, individual flight records, notice to airmen (NOTAM) file and airfield data. Compiles and summarizes reports for analysis through the use of a computer system and peripheral equipment.
Maintains and accounts for aircrew training records, medical recommendations, aeronautical orders, physiological training, and aviation service data. Maintains arrival and dispatch records for inbound and outbound aircraft. Schedules and dispatches assigned aircraft and aircrews.
4.Maintains current file of aircraft flying regulations and navigational information such as radio facility carts, instrument approach procedure charts, aeronautical charts, Airman's Information Manual (AIM), airport directory, location identifiers, ATC procedures manual and Army Flight Information Publications.
5.Supervises on-the-job training of unit flight operations personnel performing equivalent training or accomplishing a split unit training assembly at the facility.
6.Performs other duties as assigned.

Flight Operations Control Specialist
Act as Operations Control Assistant in support of oncoming Operations Control Specialist at end of scheduled OCS duty period.
Activate the Post Accident Incident Plan if contact is lost with an aircraft for more than thirty minutes.
Actively participates in development of the CEM safety culture; ensures the safety of all patients and personnel functioning in and around the aircraft. Utilizes appropriate safety channels to report safety concerns, and utilizes available tools to enhance a safe work environment.
Adheres to uniform policy and personal appearance standards.
Complete flight release log to include assigned activities and completes all official documentation accurately and in a timely manner, including payroll, expense reports, training forms etc.
Confirm aircraft to be released is in an airworthy condition with attention to upcoming maintenance and inspections, deferred maintenance according to the MEL, proper fuel and oxygen loading.
Confirm pilots are in compliance with legal rest, duty and flight time restrictions and meet all Federal Regulations and CEM standards prior to flight release.
Coordinate with the communications center for solutions to problems caused by operational issues.
Demonstrate a thorough knowledge of all pertinent FARs and CEM procedures including the GOM, OpSpecs, Training Manual and other applicable guidance.
Ensures adequate coverage by remaining on duty until each released flight has been terminated or until properly relieved by another flight follower with whom a thorough pass down brief has been completed.
Inform Pilot in Command of all traffic, flight, destination conditions and temporary flight restrictions that may affect safety or completion of a flight.
Maintain positive flight following of all CEM aircraft to include current information on the progress of every flight, assuring appropriate flight planning has been completed and weight and balance computations are within manufacturer's limits.
Maintains fitness for duty by adhering to all employee health requirements, including maximum weight, hearing conservation program, and required medical certifications. Reports injuries and completes the appropriate documentation, no matter how seemingly minor the injury, to a supervisor in a timely manner.
Notify the Chief Pilot of any damage to aircraft, persons, or property.
Participate in the preflight risk analysis required under 35.617 to include the following: (i) Ensure the pilot has completed all required items on the preflight risk analysis worksheet; (ii) Confirm and verify all entries on the preflight risk analysis worksheet; (iii) Assist the pilot in mitigating any identified risk prior to takeoff; and (iv) Acknowledge in writing, specifying the date and time, that the preflight risk analysis worksheet has been accurately completed and that, according to their professional judgment, the flight can be conducted safely.
Protects the privacy of all patient information in accordance with the STAT MedEvac privacy policies, procedures, and practices, as required by federal and state laws.
Provides adequate notice of requested PTO, trade days, etc. to ensure schedule coverage; maintains ultimate responsibility for coverage of assigned shifts.
Reports for work well rested and fit for duty. Adheres to the drug and alcohol policy at all times, to include FAA requirements regarding the use of over the counter and prescription medications.
Verify through appropriate weather reports and forecasts that the weather at destinations and required alternate destinations will be at or above authorized minimal prior to issuance of a flight release. Qualifications
