Reporting to and partnering with the President/Chief Executive Officer (CEO), the Chief Financial Officer (CFO) will be a member of the senior leadership team who will be an advisor to all members, evaluating and assisting in all decisions that have a financial impact.
The CFO is expected to be the leading senior executive responsible for managing the FRMC and FSMC finances, including financial reporting, cash and investment management, debt issuance, management and compliance, financial planning and budgeting, and risk management. This role also will manage the finance office and breadth of day-to-day finance related activity of FRMC and FSMC, interacting with a wide variety of internal and external parties. This includes a range of administrative and fiscal matters. Duties include, but are not limited to:
Responsible for proposing and arranging financing for capital construction projects, real estate development and equipment purchases and improvements of world-class nanotechnology cleanrooms, labs, collaborative space, and research areas.
Collaborate in the evaluation of new programs/projects, culminating in financial feasibility studies and offering memoranda if viable.
Manage cash and debt associated with capital construction projects and working capital, to optimize return on funds while meeting liquidity needs.
Oversee banking relationships and assess the investment performance of fund manager(s).
Participate in planning, structuring and completing ventures, mergers and acquisitions. -
Negotiate various FRMC and FSMC project financial terms and conditions, including job creation, the participation of Minority and Women Owned Business and community involvement.
Oversee underwriting and servicing policies for all FRMC/FSMC loans, ensure compliance to grant and loan covenants and function as an active member of the project review and related committees.
Oversee all aspects of financial reports for FRMC and FSMC and lead compliance efforts with outside auditors.
Oversee and compile FRMC and FSMC project and grant financial performance reports.
Communicate and coordinate with FRMC/FSMC Board of Directors Finance Committees on all financial matters
Oversee financial compliance requirements mandated by federal and New York State agencies.
Lead interactions with the financial community, business partners and other institutions.
- Manage the financial management group and direct supervision of several finance staff.
Candidate must have a proven track record for being a visionary leader, prior experience in a growing organization and have a strong financial background and understanding of public/private finance, capital management, short-term and long-term debt, operating budgets, internal controls and financial management and administration following the Generally Accepted Accounting Principles (GAAP) and US Office of Management and Budget (OMB) circulars.
Requires a seasoned financial executive with the experience and ability to manage complex transactions, to work with diverse constituents, and to reach organizational goals. Talent for being a visionary, strategic thinker and possess excellent analytical, problem solving, organizational and interpersonal skills are required. Must have 5 years of experience as a CFO of a multi-site organization or 10 years of executive finance experience.
A minimum of ten years direct experience in relevant financial roles with fiduciary responsibility required. Must have a Bachelor's degree in Finance, Public Finance, Accounting, Public Administration or Business. The Dr. Solomon Carter Fuller Mental Health Center is a 60 bed inpatient psychiatric facility that provides comprehensive, information and timely forensic evaluations for individuals to determine pre-trial competency and or criminal responsibility. We also provide quality, integrated care to support an individual’s recovery process through ongoing psychiatric treatment and care.
Duties and Responsibilities: (these duties are a general summary and not all inclusive) The Mental Health Worker II is an integral part of the treatment team on the inpatient units at the Dr. Solomon Carter Fuller Mental Health Center. Serves as a role model for MHW I staff at all times by taking initiative in meeting patient needs, demonstrating professionalism and respect in all interactions and working collaboratively with Registered Nurses, and Mental Health Workers of a higher grade.
Provides direct care services in the skills of daily living by instructing and/or assisting patients any of the following: feeding, bathing, toileting, dressing, cleaning and clothing maintenance, oral and physical hygiene, self-preservation, etc. including taking and reporting vital signs to ensure the daily needs, dignity and human rights of the patients are met. In order to better serve our patients and to promote safety, the Mental Health Worker will make attempts to establish a rapport with all patients; and will also practice the principles of Safety, Hope and Healing. This includes delivering trauma-informed care, utilizing de-escalation techniques and the patients’ Individual Crisis Plans.
Additional duties include providing 15 minute checks and 1:1 or constant observation as ordered; responding efficiently and effectively to emergency situations.
