This position requires an Environmental Compliance Inspector Grade 3 License issued by the California Water Environment Association (CWEA).
Supervise the pretreatment activities of the Industrial Source Reduction and Control Program (ISRCP). Ensure regulatory compliance with Federal, State, and local regulations and ordinances. Provide training and enforcement support to junior inspectors. Conduct inspections for the most complex facilities.
No direct reports.
Environmental Compliance Inspector Grade III certification from California Water Environment Association is required. Three years' experience in the environmental compliance field is recommended.
A valid Class C California Driver's License is required.
Work Experience Needed:
This position requires a minimum of 3 years of experience as an Environmental Compliance Inspector or equivalent experience in an environmental science, inspection or regulatory field.
Evaluate elements of Burbank's Pretreatment Program for effectiveness and efficiency. Investigate regulatory updates by the Environmental Protection Agency, EPA and Los Angeles Regional Water Quality Control Boards, LARWQCB.
Prepare Pretreatment Program's required reports, Semi Annual and Annual Pretreatment Reports as well as other regulatory reports, for timely submittal.
Direct, train, and mentor to junior inspectors.
Maintain and update Standard Operating Procedures and Job Safety Analysis documents.
Monitor inspection schedule and follow up activities of junior inspectors.
Complete the most complex inspections.
Provide support to junior inspectors for wastewater enforcements and issue corrective actions.
Evaluate record keeping requirements and monitoring data including turn- around- times.
Prepare Notices of: Noncompliance, Deficiency and Violation.
Inspect and anticipate the pretreatment program's documentation, sampling, and safety needs to prepare purchase requisitions through the approved budget.
Assist in Pretreatment Compliance Inspections and Pretreatment Compliance Audits and complete the resulting requirements and recommendations.
Assist in developing a Local Limits Study. Evaluate efficiency of current limits and recommend changes if necessary. Prepare documentation of the study and of the recommendations for the Burbank Water Reclamation Plant's National Permit Discharge Elimination System renewal.
Investigate complaints and suspected violations regarding trunk line illegal dumping, pollution, or hazardous materials. Assist in after- hours emergency services.
Perform calculations related to discharge volumes, production- based and alternative limits and wastewater strength calculations, and complex calculations such as Combined Waste Stream Formula. Provide recommendations and documentation.
Provide Industrial Users with pretreatment recommendations to achieve effluent compliance.

Your responsibilities will include but not be limited to: • Interact with engineering as well as other operation technicians regarding Waste Treatment, specifically with Acid Waste Neutralization, HFW Treatment, Electro-winning Treatment, Rounds and Readings, Truck offloads, Ammonia Treatment and Sampling. • The candidate must be willing to work a compressed work week schedule.
The schedule will consist of three twelve hour days in a row followed by a fourth day every other week. Industrial Waste Water Engineer
Implementation support for the construction of Waste Water systems and process system modifications.
Provide technical direction and leadership during the implementation and commissioning phases of the project.
Daily interface with construction personnel and facilities engineers and technicians to coordinate project work in a live running factory.

The IWS Technician shall have skills in system operations, configuration and automation of Industrial Waste Systems for the semiconductor industry or equivalent. The candidate must have knowledge of water supply systems, run-off collection networks, water and wastewater treatment plants, or wastewater collection systems including installation and commissioning.
