PRIMARY PURPOSE OF THE POSITION The primary purpose of this position within Firm Wide Compliance (FWC) is to conduct testing of policies and procedures and perform regulatory inspections as mandated by the firm’s primary regulators, including the SEC, FINRA and the MSRB. The Testing Analyst will develop the testing approach in consultation with FWC Compliance Consultants, perform testing, develop and propose recommendations based on findings to enhance and improve compliance regarding business activities, report both orally and in writing on such findings to senior management and monitor the status of recommendations to ensure weaknesses are being remediated and compliance risks mitigated. The nature and scope of FWC responsibilities encompass all entities and products at T. Rowe Price. PRINCIPAL RESPONSIBILITIES 1. FINRA Inspections – Utilizes expert knowledge of SEC and FINRA regulatory requirements in order to inspect, analyze and review the activities of each office of the broker/dealer – including securities transactions, recordkeeping, record retention, new accounts, correspondence, telephone and electronic communication, advertisements, sales and marketing literature, registration requirements and financial reporting procedures. High risk areas will be reviewed with the goal of conducting testing that prepares the Business Units for the scrutiny likely to be encountered during an SEC exam. This position works with the Senior Compliance Manager and FWC Compliance Consultants to define the scope of these efforts and develop a testing plan for the area under review. Once defined, the Testing Analyst will investigate the topic area, define concerns, conduct appropriate testing and develop recommendations in order to mitigate compliance risks.
