The High Risk Technical Instructor - Equipment Operator & Crane Operator will carry out the training requirements for advanced training to military personnel in the Navy assigned to construction occupational fields. This person shall have documented experience in Hook Block, Clamshell/Dragline and Pile driving crane operation. Instructor shall possess knowledge of various heavy equipment practices, methods, procedures including horizontal construction, all facets of crane operation with crane operation certification. Instructor personnel shall have documented experience in soil stabilization and asphalt placement utilizing grading and paving equipment. The equipment operator shall possess all valid licenses and certifications for the equipment in which they are providing training on. The Instructor personnel shall have a minimum of 5 years' experience with construction equipment. Documented experience is required for each piece of equipment for which the Instructor personnel is providing training. Instructor personnel are designated by the command to conduct all Equipment Operator training.
Instructor personnel shall have documented experience in and a commercial License is required to operate and provide training on State Truck and Tractor Trailer Truck. Forklift license is required to operate and provide training on forklifts. Individual certification is required for 50 Ton Crawler Crane, 40 Ton Hydraulic Crane, Loader, Grader, 15 Ton Dump Truck, Asphalt Paver, Rollers, Scrapers and Bulldozer.
Required Qualifications & Essential Functions:
Ability to obtain and hold a Secret Clearance
Shall have Navy Enlisted Classification (NEC) 9502 or equivalent (Master Training Specialist certification)
Shall have a minimum of 5 years' experience documented through work experience from the private sector, military or both, or appropriate valid certifications equivalent to the NEC 9502
Must obtain a favorable determination from a National Agency Check Local Agency and Credit check (NACLC) investigation
Shall have the ability to operate visual information equipment (LCD projectors, smart Boards, document cameras, or other visual aid equipment) that can be utilized as training aides
Shall have experience in the use and operations of computers and other automated office equipment used to produce and grade exams, prepare reports and input/extract data
Have and maintain valid CPR qualification

- Work is split between a classroom environment requiring long periods of standing and field training projects requiring prolonged standing and working in an active construction site environment. Additional physical demands require use of power hand tools, lifting or construction materials and climbing of ladders. Instructor personnel will have to maneuver on, around and under structures in the performance of their duties.
- The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, classrooms, training rooms, and job sites. Instructor personnel will have to take additional safety precautions when maneuvering on, around cranes and heavy equipment. Instructor personnel are also responsible for student safety and that students comply with safety precautions and wear proper safety equipment as needed or directed when in a training environment, construction project site.
