Mail Route Supervisor
This position serves to manage all aspects of Mail Carrier operations. Responsibilities include daily supervision of mail carriers and oversight of mail service on all routes (US mail, packages, and intramural mail). Carriers are the largest group of the mail operations staff and the Route Supervisor will prepare and ensure quality control over time cards and payroll submissions to ensure strict compliance with the Collective Bargaining Agreement (CBA). All carrier operated and maintained equipment is managed by this position; vehicles, metering machines, phones and arrival tracking hardware.
This includes equipment and uniform leases, maintenance, replacement and equipment support. Further, this management includes vehicle user training and overall performance accountability. Incumbent provides front line contact with both USPS and postal customers, with primary responsibility for resolving service support and customer service issues.
Duties will be performed at the University mailroom, along routes, at all designated mail stops, and at USPS offices. Operational coordination with support vendors rests with this position to ensure that coordination of support, timely and accurate billing/accounting, and overall quality service levels are maintained. While not responsible for the eShip@Penn service program, a full and complete understanding of the system will be required, because this is a Mail Services Department responsibility and aligned with the incumbent's daily interaction with customers.
In the absence of the Office Coordinator and/or Associate Director, this position assumes additional supervisory responsibility over part-time clerks and student interns.
This position reports to the Associate Director of Penn Mail Services.

Performs freight analysis, planning and coordination for mailings presorted by the plant. Facilitates interaction with Freight Service Providers. Maintains freight tariff tables for various freight service providers. Acts as first point of contact for all DynaMail and all third party DSMS systems. Act as primary contact for local Dynamail issue resolution. Support Fairrington , ALG and Choice DSMS systems' for issue resolution.
Provide support to Mail Department for PostalOne errors they are unable to resolve. Escalate to PostalOne helpdesk or RRD Helpdesk if necessary. Maintain records of errors and open issues.

As needed, assist with department organization, cleaning, and equipment maintenance
Attend and participate in required College, department, and work area/program meetings, trainings, and events
Knowledge, Skills, and Abilities:
Individual should have a basic knowledge of and ability to follow USPS regulations, services, and procedures (Domestic and International Mail Manual), as well as the requirements of private shipping/receiving carriers such as Federal Express and UPS
Ability to use computers and familiar with software including word processing, spread sheets, and data bases
Possess organizational skills and ability to perform detailed numerical work involving logs, reports, billings, invoices, and packing slips
Ability to understand and follow oral and written instructions, some with legal and technical terminology
Individual should have necessary communication skills in order to be able to establish and maintain effective working relationships with fellow employees and customers
Have a working knowledge of the college organization: personnel, departments and buildings
Must stay current on college events that effect mailings, as well as applicable USPS, private carrier, and regulatory agency regulations and procedures needed to ship and receive packages and freight
Skills in customer service; ability and knowledge to communicate clearly with a wide variety of people, in a one-on-one and small group setting
Ability to support time-based requests; able to function effectively in a multi-tasking, fast paced environment with deadlines
Ability to communicate effectively and professionally with people; proven capabilities in establishing a professional rapport, with courtesy and tact, to accurately determine other's needs, collect necessary information, and follow-through when required
Working knowledge of OSHA requirements; ability to learn, interpret and apply current pertinent federal, state and local laws and regulations
To successfully perform the essential functions of this position, an employee must be able to maintain appropriate composure and necessary confidentiality with regard to both past and current employee, student, and donor data; documents; issues; etc., and respect privacy needs of employees, students, donors
The ability to comply with highly inflexible deadlines is required for the essential functions of this position; there will be multiple occurrences of sudden, urgent task completion required
While performing the essential functions of this position a variable work schedule may be required including long work days, evenings, and weekends as needed
While performing the essential duties of this position, an employee would frequently be required to move around the assigned work areas as well as within hallways, meeting rooms, and other parts of the campus facilities
There may be multiple/daily instances of prolonged sitting, standing, and personal computer use, which would include keyboard and/or mouse usage as well as viewing a computer monitor
An employee must frequently lift and/or move up to 20 pounds and occasionally lift and/or move up to 50 pounds to perform the essential functions. Team lift technique is required for lifts exceeding 50 pounds
This position may require to climb ladders, maneuver in confined spaces, squat, crawl, bend, twist, kneel, sit, stand, and extend arms over head
The essential functions of this position require an employee to push and pull items using dollies and pallet jacks
This position requires routine work in a warehouse setting, which can have high noise levels and can be dirty, dusty, and contain chemicals; appropriate precautions and procedures must be followed at all times
This position required the ability to perform mathematical calculations for reports, logs, invoice/shipping document reconciliation and budget requirements
The essential functions of this position require the ability to read, interpret, and implement changes in regulations, rules, procedures, and priorities
Specific vision abilities required by this position include close vision, distance vision, and ability to adjust focus
The overall work environment requires the mental ability to shift focal point quickly due to interruptions; an employee must be able to mentally track multiple projects and tasking as well
The noise level in the work environment is usually moderate; however, there may be unexpected instances of somewhat loud sounds
Work hours may need to be flexed to accommodate deadlines and priorities. Normal work hours are 11:00AM-3:00PM weekdays, not to exceed 79 work hours a month
High School Diploma, GED or equivalent required
Valid Driver's License required and be able to meet current college insurance requirements
Two years of progressive work experience in performing mailroom and/or shipping/receiving operations
Familiarity with and able to use mail metering machines along with computer hardware and software
