Mail Operations Manager Position #00324
This is a professional managerial position responsible for planning, coordinating and directing the operations of DMV's multi-faceted mail/distribution and processing services to an extensive user group in order to ensure timely distribution/processing of mail in the most efficient manner ensuring compliance with agency policies and procedures and requirements of the USPS along with overseeing and performing the work of a large in-house inserting and card tipping operations. Develop and monitor production, coordinates scheduling and staffing to ensuring that work is performed accurately and efficiently.
Maintain customer relations with internal and external customers and establish business relationships with equipment and service providers. Responsible for staying abreast of USPS and overnight express courier services regulations and keeping the agency aware and informed of the impacts. Responsibilities include obtaining maximum postage savings for the agency; ensuring all postal and agency regulations and procedures are followed; coordinates mail dates with PSI and/or other mailing houses as needed; coordinates ordering of equipment and envelopes. Work with Department of Taxation, Motor Vehicle Dealer Board, Board of Towing & Recovery Operators and other agencies to perform their inserting and mailing needs.
Graduation from an accredited college or university with major coursework in a related field to the position's duties or an equivalent combination of training and experience. Working knowledge of mailing management techniques; supervisory principles; business English and Mathematics; and office operational principles.
Demonstrated ability to plan, organize, explain and apply policies; procedures and provide legislative recommendations. Some knowledge of project management, data collection techniques and business practices. Skill in the use of personal computers, utilizing spreadsheets, databases and word processing software. Ability to develop statistical reports; plan, schedule and coordinate projects and tasks; train and supervise staff on multiple tasks; communicate effectively, verbally and in writing and to maintain effective working relationships with others.
Previous supervisory experience in mailing or shipping industry or customer service environment Previous experience with mailing and shipping technology (i.e. postage machines, carrier shipping solutions, internal tracking applications, etc.), and knowledge of USPS and carrier regulations, services and rates High level of attention to detail Strong technical trouble shooting and problem-solving ability

PHYSICAL DEMANDS/WORKING CONDITIONS
Requires prolonged sitting/standing, some bending, stooping, walking and stretching. Requires eye-hand coordination and manual dexterity sufficient to operate a keyboard, photocopier, telephone, calculator and other office equipment. Requires normal range of hearing and eyesight to record, prepare and communicate appropriate reports or other information. Requires lifting papers/boxes and pushing/pulling up to 50 pounds occasionally. Work is performed in an office environment or hospital setting. Work may be stressful at times. Contact may involve dealing with angry or upset people. Staff must remain flexible and available to provide staffing assistance for any/all disaster or emergency situations.
Mail List Analyst 2
Performs technical work in support of List Services operation. Work involves evaluating, processing, and preparing address data for mailing activities within the retail, catalog, publication, and direct mail markets.
Interpret job instructions to perform necessary data and mail preparation production processes. Review job instructions for accuracy and completeness, and if discrepancies are found, facilitate the creation of new instructions with a List Services Representative.
Estimate job completion dates and communicate job progress through the relevant production processes. Update production schedule.
Evaluate customer input data to generate useable internal house format utilizing custom and third party software. Perform record selection, field parsing, record splitting, data standardization, removal of extraneous data, append data, and identification and correction of floating data.
Standardize data utilizing CASS address-matching software to ensure data integrity and improve mail deliverability. Review "before" and "after" address versions and interpret software status and error codes to validate results.
Set matching and priority criteria to eliminate duplicate addresses utilizing custom and third party software. Review record matches to determine if the "best" records are chosen.
Perform mail preparation utilizing PAVE™ certified software to achieve optimal postage discounts. Perform production steps to ensure output supports cooperative mailing programs: Co-Mail, Co-Bind, Co-Mingle, and Co-Pallitization (Tray and Flat).
Layout and format data to manufacturing and customer requirements for output to labels, to an inkjet printer file, or to an electronic file.
Generate ancillary paperwork for mailing production processes (bag tags, tray tags, and pallet placards).
Generate reports for internal and external customer approvals. Review and communicate results to a List Services Representative.
Adhere to data and mail preparation production standards by following department job aids and utilizing internal quality procedures.
Summarize data record counts for various production processes to facilitate billing activities.
Provide on-call phone services to LSC production facilities, on a rotating basis, for after hours and weekend coverage.
Performs other related duties and participates in special projects as assigned.
HS diploma or equivalent with 2-4 years of relevant administrative/operational support in manufacturing operations or office environment directly related to the duties of the job, OR demonstrated ability to meet the job requirements through a comparable number of years of work experience.
Requires very good knowledge of general administrative/manufacturing operations procedures and knowledge of job specific processes to successfully execute and complete the more progressive/complex duties of the job. Sorts , scans, and packs all work to be delivered to appropriate facility bins.
