Meter Technician I to Provides limited assistance to journeyman Meter Technicians engaged in the performance of various field duties in support of customer services, i.e., field testing and repair of meters 3" and larger, obtaining reads from vault meters following confined space entry procedures, performing bench test of Authority meters, and recording results in E-CIS. This position is located in Washington, DC.
Performs field tests of meters three inches and larger, records test data, and retest meters and record results.
Obtains reads from vault meters that are non-amr following confined space entry procedure.
Assists with the installation all size meters and mtus and activates utilizing PSION hand held computer or any amr activation device.
Assists with the performance of bench tests of all size meters, inputs test data to DC Water computer applications.
Participates in field surveys for the purpose of facilitating meter change-outs and installations.
Participates in the termination and restoration of service on accounts for non-payment with meters three inches and larger.
Maintains and records meters, parts and tools inventory and follows DC Water's procurement and disposal policies in maintaining inventory. Completes required forms and reconciles issuance and inventory supply at designated intervals.
Under guidance of the journeyman Meter Technician, retrofits existing amr compatible meters with mtus and activates utilizing PSION hand held computer or any amr activation device.
Maintains inventory of equipment on vehicle and follows appropriate reconciliation procedure.
Operates Authority vehicles as an essential function of the position. Maintains vehicles and/or equipment in a clean and orderly manner. Reports any operating deficiencies to the appropriate Authority personnel.
Performs other related duties and projects as assigned at the discretion of the immediate supervisor

High School diploma or General Educational Development (GED) certificate and two (2) years of experience in operation and maintenance of meter test benches, maintaining and issuing inventory items, and testing meters in accordance with A.1/1/VA standards.
Must possess and maintain a valid Motor Vehicle Operating License and a DC Water Vehicle Endorsement.
Skill in basic data entry and in using hand held computers. Skill in categorizing, organizing, and recognizing all meter parts for a variety of meter types and sizes. Basic mathematical skills.
Ability to assist with the testing and installation of meters. Ability to operate sand blaster and drill press. Ability to lift and carry objects weighing up to 50lbs. Ability to crawl and work in tight, unlit and unfinished spaces. Ability read maps.

Under general supervision, perform work pertaining to disconnecting, reconnecting, removing and installing single-phase and three-phase kilowatt-hour and demand meters not to exceed 260 volts and associated Advanced Metering Infrastructure (AMI) equipment, read meters, investigate irregular readings, non-responding AMI components, energy diversion, tamper alerts, and inactive usage, contact customers, and perform single-phase meter test, to assist with meter inventory, inspect, maintain, service, pack and transport measurement equipment and other equipment as assigned, and perform associated duties. Must also provide assistance to first responders and Meter Electricians as required. Employee may perform miscellaneous, related and incidental work in addition to regular duties including overtime and call-out rotations as requested. Disconnect and reconnect electrical service to customer, as directed, by removal or installation of self-contained single and three-phase kilowatt-hour meters or combination demand meters not to exceed 260 volts, for service orders, disconnects non-payment, inactive usage, or as otherwise directed. Remove, install, or change self-contained single and three-phase kilowatt-hour or demand meters when the meter is broken, stopped, or operating improperly. Bypass meters and/or associated equipment, when necessary. Respond to service calls (including call-out rotations) on installations not to exceed 260 volts, single or three-phase and associated AMI equipment as assigned. Report irregularities and abnormal conditions and conduct the investigation of energy diversion and tamper alerts. Receive, inspect, test, adjust, clean, repair and program single-phase meters, take inventory of meter stock and resolve discrepancies as assigned. Develop a working knowledge of single-phase self-contained metering and metering practices. Read billing and non-billing meters, as may be assigned. Operate communication equipment, including entering data via the appropriate work management system. Assist in storm restoration activities as requested. Perform similar or less skilled work as assigned.

The Meter Reader reads electrical and gas meters for commercial and residential clients in urban and rural settings. The Meter Reader collects data from residential meters through use of a computer system that receives radio signals broadcast by meters when the operator drives (typically) within 100 meters to 2 miles of the meter. To collect commercial meter data, the operator follows a pre-designated walking route.
The commercial meter data is manually inputted. The meter reader must be able to accurately and efficiently read meters, manually input data into a handheld computer, walk frequently (including on uneven terrain), interact with customers as needed, and work and drive in all weather conditions. GENERAL QUALIFICATIONS:
High school diploma or equivalent. Valid driver's license and a satisfactory driving record. Possession of or ability to obtain First Aid/CPR Certification.
