This recruitment is being conducted to establish a list of the "most qualified" applicants who may be considered to fill the current vacancies and future Meter Reader vacancies. To be considered "most qualified" an applicant will possess the equivalent to graduation from high school or a GED; at least one year of experience in public contact work; AND, a minimum of one year of recent (within the past three years) experience performing physical outdoor duties under all weather conditions (examples: laborer, construction worker, landscaper, delivery driver, etc.). A Meter Reader is responsible for the accurate and timely reading and recording of water, gas, and electric meters to facilitate customer billing. Work is performed in a fast-paced, production-driven environment on assigned routes in accordance with established standards for number and accuracy of reads for the following:
Safety: no Occupational Safety and Health Administration (OSHA) reportable accidents, preventable vehicle accidents, or lost-time accidents
Quality: no more than four errors for every 10,000 meters read
Quantity: 561 meters read per day; an essential function of this position is extreme accuracy in meeting daily meter reading quotas
Attendance: An essential function of this position is regular attendance with few, if any, unexcused absences.
An employee in this class is expected to detect and report atypical conditions, such as: identifying damaged, malfunctioning, and tampered meters; and detecting and reporting leaks, exposed wiring, and other safety hazards. A Meter Reader is an information source for the City's Resource Conservation and Energy Diversion Programs.
Work of this class involves nearly continuous walking of 10-15 miles per day in all weather conditions, and considerable bending, stooping, stretching, and lifting. There is also frequent exposure to vicious dogs, snakes, and/or insects.
There is significant customer contact requiring tact/diplomacy in dealing with problems/complaints. This class is supervised by a Field Supervisor - Customer Service Operations through a review of the volume and accuracy of reads and meetings regarding problems encountered and overall results obtained. This class is responsible for performing related duties as required and is FLSA nonexempt.

MINIMUM TRAINING AND EXPERIENCE: High school diploma or GED; supplemented by two (2) years experience in meter related functions, such as meter device installation, repair, replacement, reading, connections and disconnections; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
Requires possession of a Level 3 Water Distribution System Operator License issued by the State of Florida, or the ability to pass the Level 3 Water Distribution System Operator exam within 18 months from date of hire. Failure to pass the Level 3 exam within 18 months of hire or failure to maintain the license will result in termination. Knowledge of Okaloosa County roads is preferred. Requires a valid driver license.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS: Physical
Must be physically able to operate hand-held electronic equipment. Must be able to exert up to 50 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Nature of Work
Performs a variety of skilled work and services in the installation and maintenance of natural gas meters and related apparatus in order to ensure efficient gas service to residents and businesses. Regular attendance is an essential function of this job to ensure continuity of services.
Position involves competing demands, performing multiple tasks, working to deadlines, and responding to customer issues. May also involve performing work alone or apart from other workers.
Must attain precise set limits, tolerances, and standards and may be subject to standby rotation. Position works inside approximately thirty (30) percent and outside approximately seventy (70) percent with exposure to all types of weather and traffic conditions; exposure to gas fumes, chemicals, fire explosion hazards, and burns from contact with heated elements. Protective clothing includes safety shoes and glasses, and gloves.
Heavy physical effort is required to perform job functions including ability to walk up to three (3) miles each day, climbing ladders, balancing, crouching, squatting, and reaching above shoulder height; frequent pushing/pulling up to eighty (80) pounds and lifting up to ninety (90) pounds from floor to waist. Sufficient clarity of speech, hearing, or other communication capabilities, acute sense of smell, vision or other powers of observation, manual dexterity, and personal mobility and physical reflexes sufficient to effectively and efficiently perform essential job functions.

Duties and Responsibilities
Performs tests and adjustments of gas meters, including base pressure and base volume indexes; maintains reports of repairs, testing, and meter replacements to ensure accurate records are maintained and work performed is in compliance with standards, policies, rules, and regulations.
Sizes gas meters and regulators; responds to customer service orders, which may include turning service on/off and lighting appliances, in a timely fashion to minimize potential disruption of services.
Operates natural gas and carbon monoxide detection equipment, pipeline locators, electrical volt meters, light motorized equipment and other specialized gas system equipment to perform daily functions.
Conducts carbon monoxide tests and shut-in tests to ensure standards are maintained and in accordance with applicable policies, rules, and regulations.
Provides support and assistance to other staff to service, repair, and replace large-capacity meters and instrumentation.
May install gas appliances and gas system components as needed and directed.
Equivalent to a high school diploma PLUS two (2) years of experience as a journeyman natural gas fitter is required. Experience working with natural gas distribution systems is desirable. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.
Valid driver's license and Journeyman Gas Fitter License required. Must become Operator Qualified (OQ) within sixty (60) days of hire. Position requires an acceptable driving record in accordance with City policy.

Build, test and commission new CT and K-base meter services; install wiring for CT and PT metering as directed.
Establish communications to capacitor banks and meters.
Test and troubleshoot load management devices.
Perform field testing of meter installations and replacements.

Under general supervision, to perform field work involved in reading water meters and recording water consumption for utility service customers.
This position exercises no supervision.
Examples of Duties
Accurately read water meters on assigned routes, normally at curb and alley locations; accurately record readings on a hand held data device; make necessary calculations.
Check to determine conditions of water meters; report visible meter defects, leaks, and related problems in the form of a trouble code or service order.
Check meters that should be off; report any illegal use of water.

Engineer - Meter
The engineer will support the Metering Supervisor in guiding , coaching , leading, training and planning the activities
of the Meter Test Lab and Meter Engineering. This position will provide technical direction and field support to the
Field Metering Services group and the Revenue Metering Services function.
Support the Metering Supervisor in training and leading the activities of the Meter Test Lab and Meter Services.
Ensure all metering associated with major revenue accounts and ISO inner tie metering are monitored and
Coordinate this effort with meter reading, RMS personnel and account management.
Administer and Monitor the State mandated periodic and selective test program. This includes the generation of
tests for all meter types, monitoring the program progress and supervising the accuracy and completeness of the
- Coordinate, plan and schedule the installation, replacement or upgrade of complex metering at our customer
locations and stations.
- Create and update metering standards and guidelines including meter installation standards, The UI Guidebook of
Requirements for Electrical Service and any additional metering information requested or required.
Prepare and maintain engineering records and documentation as required.
This would include metering one line design drawings and modified station prints.
Manage small projects/processes or teams (Plan, schedule, monitor and control budget, coordinate various
detailed phases of engineering work for assigned portions of a major project/program).
- Guide or mentor others. Review the engineering work of drafters, designers, subordinate engineers and
consultants. Maintain a working knowledge of current Electrical Code, ANSI and State metering standards.
- Possess in-depth experience, knowledge and skills in metering engineering discipline along with related business
practices and procedures. Able to explain difficult issues and work to establish consensus. Able to read, interpret
and create electrical drawings.
- Able to work in a cross-functional team and guide or mentor other team members. Five years of experience in
metering applications is preferred.
Skills and Requirements
Requires a bachelor's degree in an engineering discipline from an ABET accredited college/university plus 5 years
experience performing engineering duties or an A.S. engineering degree from an ABET accredited university plus 9
years experience in a specific Electric System engineering discipline (e.g. Distribution, Transmission, etc.) . UI
Basic Engineering Training Curriculum ( e.g. ECNE - PUI) or equivalent.

Water Meter Technician D
Nature of Work Benefits Supplemental Questions
The purpose of this classification is to perform expert level skilled work involving the operation, reading, repair, and calibration of the City of Miami Beach's water distribution and wastewater collection metering systems. Employees in this classification ensure safe working conditions, maintain water flow, and test the water supply. Position reports to the Water Meter Supervisor.
Illustrative Examples of Essential Duties:

Removes old meters and reinstalls new meters which may involve excavation, bolt cutting, and other labor.
Installs meter risers and manifolds to facilitate the accurate reading and future services of meters.
Replaces valves and water lines which may require excavation of damaged service line up to the main, replacement of meter box and cover, and removal of concrete sidewalk and damaged meter box.
Completes service orders including final readings, special readings, service turn-ons and turn-offs, and a wide variety of requests from customers, the meter shop, and utility billing staff.
Uploads and downloads meter route readings and other data; backs-up and stores information on diskettes.
Issues and prints various billing and usage information, route assignments, services orders, and meter numbers.
Reads meters using hand-held computer to input data.
Tests all new meters and old meters.
Collects water samples and conducts some tests to solve customer complaints; delivers samples to labs.
Conducts pressure and flow tests of public and private water services and fire hydrants throughout the City.
High school diploma or GED, and a demonstrated desire to serve the public. Must obtain and maintain a FDEP Level 3 Distribution license or a minimum Florida Class "C" WTPO license or higher within 18 months of employment to remain employed with the City of Miami Beach.
Must possess and maintain a valid Florida Driver's License.
Must be able to communicate and comprehend the English language.
This position is a trainee position and promotion to Water Meter Technician C is required with 18 months to remain employed with the City of Miami Beach.
The only exception would be if an employee is hired with the requirement of obtaining a State of Florida issued license and is assigned duties that do not provide the necessary experience to qualify for licensure.
The employee will be granted additional time to gain the required experience for licensure provided they have already passed the required examination for licensure and are only waiting for qualifying experience to be licensed.
