Military & Family Life Counselor, (School), Naval Post Graduate Of Monterey, CA
Must hold independent level license in the state of California (LCSW, LMFT, LPCC, etc) *Relocation assistance may be offered up to $10,000 or travel expenses paid. Provides the full breadth of Child and Youth Behavioral (CYB) counseling services to children of all ages of military service members and their families at military installations. These services may include non medical counseling, training/health and wellness presentations, consultation with parents, personnel at child daycare centers and schools, and consultation to installation command regarding behavioral health issues affecting children and youth. CYB counselors will be assigned to DoDEA schools and community schools and will need to have experience working in a school setting to qualify for school position. CYB counselors will also be assigned to youth programs, summer camps, and on demand assignments. The counselors work closely with the installation and military branch Points of Contact (POC) to assure that the program is provided within scope and meets the needs of the installation. ESSENTIAL FUNCTIONS:
Provides non medical, short term, solution focused, counseling directly to children and youth of service members. Services include assessment, brief counseling and consultation, action planning, referral to resources (assuring linkage as appropriate), and follow-up as indicated. CYB counselors will also have a focus on supporting the staff and personnel of CDCs, DoDEA and community schools, youth programs and summer camps as well as providing parent training and guidance. The CYB counselor will provide training and health and wellness presentations, participate in health fairs and other base/installation activities focused on children and youth. Enters counselor activity data on a daily basis through smart phone, web, or fax to assure that reporting is accurate from assigned installation while maintaining confidentiality and anonymity of service / family member.
Creates a presence on the installation in which the service and family members feel comfortable approaching the counselor and recognize the program to be confidential; Create a presence in child and youth settings; make self available to children, youth, and staff. When working with children counselor must abide by line of site protocol. Establishes and maintains working relationships with community resources focused on children and youth and provides appropriate linkages. Partners with POC to provide CYB services in a manner that addresses the needs of the installation/facility. Develops an excellent working relationship with the installation/facility POC.
Manages duty to warn and restricted reporting situations according to DoD protocol and staffs the cases with Regional Supervisor/Regional Director.
Communicates with Regional Supervisors and participate in regular individual and group supervision, sharing information regarding trends and issues on the installations and in facilities to which they are assigned.
Responds to critical incidents and special requests as directed by the POC and approved by the OSD program manager. The CYB will flex schedule to respond to urgent requests as needed.
Participates in regular in-services/training, Quality Improvement committees or other contract activities as assigned/appropriate. Mobile devices are increasingly used to deliver educational content as new educational technologies come online that adapt learning to individuals and measure the outcome. This confluence of technological changes is putting enormous pressure on the existing wireless infrastructure, which is increasingly resulting in sub-par performance, resulting in spotty coverage, frequent device disconnects and service interruptions while faculty and students roam from access point to access point.
NPS requires improved wireless services to better support the educational mission. The constant change and exponential growth of devices and rich media content are likely to keep pace with any wireless upgrades NPS completes, which will likely require frequent upgrades of the wireless network. Wireless Network Infrastructure-as-a-Service (IaaS) offers a solution that maintains capabilities at the technological forefront and can scale as mission dictates. Wireless Network IaaS allows NPS to better align network capacity with demand and easily scale or shrink coverage as requirements change.
The Wireless Network IaaS currently deployed is Brocade/Ruckus Network Subscription Network-as-a-Service with a total of 381 Wireless Access Points (378 at NPS/Monterey, three (3) at FLC/San Diego).
NPS requires contractual support to provide continuous monitoring of the wireless signal strength and bandwidth availability to optimize reliability and performance. The Wireless Network IaaS solution provided shall be 1Pv6-ready as mandated by DoD regulation. The Wireless Network IaaS in each lab and classroom shall support at least 40 users/devices associated with a Wireless Access Point (WAP) with a minimum 54Mbps data rate. The Wireless Network IaaS solution shall support offices with at least four (4) devices per occupant at a minimum 54Mbps data rate. Auditorium spaces and conference rooms shall supply coverage up to the maximum seat capability at a minimum 54Mbps data rate or better. Full wireless coverage is required for the Dudley Knox Library. Outdoor coverage shall include the quad area and Del Monte Cafe, with radio frequency limited at the NPS physical boundary.
This requirement covers the Wireless Network Infrastructure of the entire NPS campus in Monterey, CA as well as the Wireless Network Infrastructure of Building 3280 (rooms in C Wing only) at the Fleet Logistics Center, San Diego, CA.
The on-site engineer shall possess the following minimum qualifications:
CWNA Certification (preferred) or equivalent
BCNE Certification (preferred) or equivalent
Strong knowledge of Ruckus 802.11ac indoor and outdoor Access Points
Experience with Brocade/Ruckus ICX 7000 series switches
Strong knowledge of Ruckus Virtual SmartZone Controller (vSZ-H and v-SZ-D)
Experience configuring and operating Ruckus Cloudpath, SmartCell Insight (SCI) and SPoT
Experience utilizing (RF) site survey tools such as; Ekahau, RF Scanners and Wireshark packet capture software
Strong knowledge of layer 2 switching and layer 3 routing protocols; including VLANs, 802.1w, OSPF and VRRP.
Strong knowledge of network security including; 802.1x, MAC Authentication, ACLs, RADIUS and Certificate of Authority (CA)
Strong knowledge of troubleshooting RF and LAN issues
Working knowledge of LINUX, MS Server 2013, VMware, etc.
Strong documentation skills including updating JIRA Tickets, Wiki Pages and Network Diagrams
Ability to communicate with end users, cross-organizational staff and Ruckus TAC
