Construction Management Representative - Water System And Sewer Plant
Construction Management Representative will oversee the replacement/upgrade of a water system and sewer plant with modern, eco-friendly, energy efficient parts and components that meet current codes. Construction Management Representative (CMR)needed immediately for 6 months.
CMR will be responsible for observing, inspecting and documenting the work of the construction contractor for progress, quality, safety, workmanship and conformance to the contract documents and existing codes.
Construction work will include the following:
- New Pre-Treatment System- Grinding & Screening
- New Equalization & Sludge Treatment- Settling, Mixing & Removal
- Disinfection of Effluent Wastewater

- Monitor and document all on-site construction activities via daily logs and photographs. Reports and photographs must be uploaded to SharePoint on a weekly basis, at a minimum.
- Maintain proficiency in the use of the Client SharePoint site, in which all construction management documentation shall be accessed and maintained.
- Monitor and document all perceived safety aspects of the project. Notify the Client of any perceived safety concerns. If you observe a safety hazard that is imminent, direct the contractor to stop immediately and correct the safety concern, and follow up with a notification to the Client. Ensure that the incident and corrective measures are documented in the daily log. Additionally, ensure that the Contractor promptly completes and transmits required Contractor Accident/Property Damage Report Form if any incident does occur.
- Monitor and document all perceived quality assurance aspects of the project. Notify the Client of any perceived quality concerns, if it determined to be a quality assurance concern of the Client, document it in the daily log and add to the progress meeting agenda and/or quality assurance (non-conforming work) log.
- Responsible for the weekly progress meeting such as preparing the agenda, facilitating, taking notes, distributing and updating notes in a timely manner.
- Review all progress payment requests, verifying items invoiced for have been received by the Client, complete the pay application checklist and upload it to the SharePoint Site.
- Review progress schedule updates, verifying the schedule conforms to the contract baseline schedule and is accurate. Notify the Client of any perceived deviations.
- Review updated schedule of values, ensuring the percentages invoiced for represent accurately the completed work and associated value on a monthly basis with the progress payment requests.
- Review the construction contractor’s on-site asbuilts ensuring they are appropriately marked and updated as construction progresses on a monthly basis with the progress payment requests.
- Review payrolls monthly concurrently with the progress payment requests in accordance with Client requirements.
- As requested, Perform Labor Interviews, review the information against the payroll submission and daily log Provide the completed form to the Client.
- Verify placement of required Department of Labor posters. Provide documentation of the review and findings to the Client.
- Review for completeness and correctness and process submittals within the time frame identified in the contract.
- Review for completeness and correctness and process Requests for Information (RFI)s within the time frame identified in the contract.
- Review for completeness and correctness the contractor’s quality control daily logs and test reports in timely manner.
- During the course of construction changes will occur and assistance may be requested with developing or confirming the associated scope, schedule impact and cost.
- Participate in all inspections, documenting date, time, attendants and the findings of the inspection. Prepare a punch list for Client issuance. Prepare a cost estimate for each punch list item.
- Verify all spare parts, tools, replacement materials, operational training, O&M manuals, warrantees, and guarantees are received at project closeout.
- Review contractor's As-Constructed drawings, O&M manuals, and track and inspect completion of punch list work.
Civil Engineer - Sewer
The purpose of this position is to perform project management of sewer collection capital improvement projects which could include new construction, trenchless rehabilitation and pipe replacement projects. The position will be involved in asset management as it relates to the sewer collection system and may also perform duties related to development review.
Position Status: This is a full-time, regular, non-union, exempt position.
Work Schedule: The schedule for this position is M-F, 8:00am to 5:00pm.

Prepare engineering designs, specifications, costs and quantity estimates of public works projects that include Rehabilitation projects using Trenchless Technology, replacement projects as well as new construction.
Review and check adequacy and accuracy of computations, preliminary layout and design work that are prepared by engineering technicians. May involve field inspection and verification. Drive a city vehicle in a safe and appropriate manner in order to travel between various project sites and City buildings.
Prepare requests for proposals and bids; review contract bids and proposals; assist in the coordination and review of consultants' design work.

Education and Experience
Equivalent to a Bachelor's Degree in Civil Engineering from an accredited college or university with major course work in civil engineering or a related field.
Three (3) years of related experience in the field of Engineering, preferably in the Sewer utility discipline.
Equivalent combinations of education and experience may be considered.
- Intermediate skills in electronic database and record-keeping systems, preferably Oracle and Infor (Hansen)
- Intermediate skills in AutoCAD
- Intermediate skills in Microsoft Word, Excel, Outlook, and PowerPoint.
Required Licenses and/or Certifications
Valid driver's license
Certification of Registration as a professional engineer in the State of Washington (or ability to obtain reciprocity within one year).

Cement Finisher/Equipment Operator (Storm Sewer Maintenance)
Constructs and repairs sidewalks, driveways, curbs, gutters, and sewer inlet boxes.
Grade dirt to build forms;
Construct wooden forms according to specifications for molding concrete structures;
Pour and spread concrete to specified depth and workable consistency;
Level and smooth surfaces of freshly poured concrete;
Maintain old concrete structures;

Sewer Plant Operator (Spo)
Nabors Alaska Drilling operates in the State of Alaska with some of the most versatile oil and gas exploration rigs with special design for Arctic operations.
Title: Sewer Plant Operator (SPO)
Key Relevant Tasks/Functions:
Responsible for keeping the camp in good, safe working conditions and operating smoothly.
Operators need to be State certified in water and waste-water (licensed) and maintain their certifications.
Operator will read and become familiar with duties and responsibilities of the Camp SPCC Plan.
Daily SPO Logs completed and E-mailed or faxed to appropriate personnel.
Record daily potable water test for chlorine residuals and turbidity. Camps discharging will fill out complete water/waste-water log.
Take monthly water sample and deliver to Arctic Fox in Deadhorse with PO# assigned. Sampling will be taken as per ADEC and Nabors guidelines.
Fax chlorine residual and turbidity sheet to camp manager monthly. Sheet needs to be complete, accurate and legible.
Monitor fuel, oil, water, and gray water levels in tanks and equipment affiliated with camp operations.
Check camp generator operation and service as needed.
Insure adequate inventory of expendable parts; filters, oil, light bulbs etc.
Clean lift stations and grease traps as necessary, minimum 1 per hitch.
Inspect sewer line for leaks and verify heat trace is working.
Monitor SAA/RAA/UAA sites.
Check with head cook daily for any required maintenance.
Conduct daily walk-thru of camp and check plumbing, lighting and heating fixtures for operation and leaks. Repair when necessary.
Repair minor electrical problems or call an electrician for assistance. (Operator will perform Electrical work only to their level of expertise)
Keep walkways, stairs, and landings clear of ice and snow.
Expedite people, materials and mail for rig Toolpusher as needed.
Familiarize yourself with fire alarm panel, emergency evacuation plan, and other alarms in camp. Conduct fire drills as per Nabors policy. Perform monthly fire extinguisher inspection as required.
Plan for bad weather conditions when they arise, and monitor tank levels (fuel, water and waste-water).
Notify Toolpusher when leaving location especially if weather is in phase conditions.
Contact the Toolpusher or camp manager if you have problems or questions or concerns.
Be safety conscience and adhere to Nabors HSE Policies. Including HSE meetings and participating in the Pro-Active HSE system.
If the camp is operating without supporting a Nabors operation, the SPO is the responsible person for managing the daily operations of the camp.
SPO needs to be trained and certified before operating a loader. These duties include unloading groceries, plowing snow and camp moves only if a loader operator is not available. For camp moves a rig loader operator should be used if possible.
Plan and organize camp move: Checking moving hydraulics, tire pressure, manage fluid levels before move, trucking, location preparation, blow-down procedures, etc.
Knowledge of how the satellite TV systems work. Tuning the dish in after moves.
Able to works 14 or 14 days off, including holidays, weekends and or days and nights
Other duties as may be assigned.
Successful applicant must provide transportation costs to and from Alaska.
Water & Sewer Maintenance Technician
The Maintenance Technician assists in the routine maintenance of sanitary sewer lines and other
related equipment and facilities. Installs water mains, water taps and hydrants, performs repairs
to water distribution system, locates valves and checks water pressure for customers and
contractors. Inspects, performs necessary repairs, preventive maintenance necessary for sanitary sewer lines. Field work involves working in confined spaces, excavation trenches, and near the operation of heavy equipment. Specific tasks may involve operating various equipment, keeping logs on corrections, ordering and installing replacement parts, etc. Stand-by duty for emergency call-in is rotated among division employees.
Experience, Knowledge, Skills
Possess a valid driver's license (CDL preferred) and a good driving record with ability to obtain CDL within six (6) months of hire date;
Prior water, sewer, or streets maintenance related experience desired. Mechanical experience desired;
Knowledge of methods, materials and equipment used in utility maintenance work (e.g. metal detectors, measuring instruments, pick, shovels, probe rods, dump truck, etc.)
Ability to measure distance using a tape measure or calibrated instruments. Ability to interpret maps, electrical schematics, and drawings;
Ability to learn job-related material through oral instructions and observation. Ability to follow established safety practices and procedures;
Ability to perform "on call" duties;
Ability to obtain Class 1 Distribution Operators Certification and higher;
Ability to obtain Collection Certification 1 and higher.

This position performs ordinary, labor intensive tasks commonly related to water and sewer system construction and maintenance. Also, assists operator in any way necessary to complete the job. Must be able to work on call duty. Must be available to respond at any hour during an emergency when requested.
