About the Position:
The Great Lakes and Ohio River Division (LRD) is actively seeking applications to fill multiple vacancies throughout the region.

As a Lock and Dam Operator at a USACE navigation facility, you will operate electrically, electronically, and/or hydraulically-controlled lock or lock and dam gates, control valves, and other associated equipment required for a variety of private and commercial traffic through lock structure and/or maintenance of required pool levels. Specific duties include, but are not limited to, the following:
During shift operation, exercise primary authority over use of lock through issuance of instructions to tow boat captains and other craft operators, setting of precedence of entry, and through maintaining proper procedural operation;
Observe weather conditions, condition of craft desiring entry, etc., to determine propriety of entry from a safety standpoint;
Operate controls necessary to provide for by-pass of defective circuits controlling lock operation;
Operate light and horn signals to vessels entering or leaving lock chamber;
Operate electrical or electronic controls to raise or lower dam gates in accordance with specific instructions and/or own judgment;
Operate radio for voice communication with tows or other craft;
Obtains and/or directs others to obtain and record required statistical data relative to each lockage;
Perform continuing and special operational or functional checks on machinery to avoid untimely or dangerous equipment breakdown, and identify development of unsafe situations; and take steps to remedy and/or report it to supervisor; and
May be required to raise and lower wicket gates, based on site-specific facilities.

Testing Designated Position. This position meets criteria for random drug testing under the Department of the Army (DA) Drug-Free Federal Workplace Program, as supplemented by USACE Pamphlet 600-1-3. Performance of the duties of the position is sufficiently critical that screening to detect the presence of drugs is warranted.
Mission Essential. This position is not subject to administrative dismissal in emergencies based on inclement weather conditions, or other emergency situations, as appropriate. Employee is required to report for, or remain at, work in emergency situations; dismissal or closure announcements do apply unless supervisor instructs otherwise.
Work Schedules. This position is located at an IMTS facility. Days of operations and typical daily schedules will vary based on site-specific work requirements. Typical schedules may consist of 1, 2, or 3 specific shift schedules. Employee may be required to alternate working hours on all shifts and on weekends, as well as weekdays. Sites with limited commercial use may operate on reduced work schedules. In all cases, work schedules and hours of operation are locally determined based on work requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
Minimum Qualifications (Screen Out Element): Ability to do the work of an Lock and Dam Operator without more than normal supervision. At a minimum, your level of experience must show that you have performed all common tasks associated with the operations of lock and dam equipment where lock and dam gates and control valves are electrically or hydraulically controlled, or where the dam is a movable wicket-type structure; made minor repairs to lock and dam equipment; applied locking procedures, policies, and laws regarding traffic right-of-way, sequence of operations, and safe passage of hazardous commodities and damaged crafts; and complied with governing safety practices and procedures.

IMTS Lock and Dam Operator Training and Certification Program
Newly-Appointed Lock and Dam Operators (LDOs) must successfully complete certification requirements before promotion to the full performance level may be effected.
Certification is not a condition of employment. However, failing to meet certification requirements could result in adverse consequences.
Certification is voluntary for Current LDOs. Although not required, current LDOs are encouraged to obtain certification as it may be helpful when seeking advancement through competitive or noncompetitive opportunities.
IMTS-Certified LDOs must successfully complete refresher training, as required, to maintain certification.
