The Schnitzer Steel Industries, Inc. (SSI) Environmental Control Systems Operator (ECSO) reports directly to the Regional Environmental Manager (REM), and indirectly to the Regional Directors for SSI's Auto and Metals Recycling Business (AMR) division. The ECSO's work activities may be supervised by local and/or national employees within the SSI Environmental Department. The ECSO is responsible for implementation of, and compliance with, company policies and procedural plans related to all environmental media; including air, stormwater, groundwater, solid, and/or hazardous waste. The ECSO assists the Regional Environmental Managers (REMs) by operating and maintaining environmental control systems (ECSs) (stormwater treatment systems and air discharge emission control systems) in compliance with all applicable federal, state, and local environmental laws, standards, and permits; and has responsibility for maintaining facility compliance with all applicable ECS permit conditions.
This position has direct responsibility for operating ECSs, conducting on-site fieldwork associated with sampling, monitoring, observing and recording environmental data; and providing accurate and useful information to the REM and facility managers (upon request). The ECSO assists in the overall planning, design, installation, and has direct first line responsibility for effective operation of ECSs and associated metering and/or measuring devices. The ECSO may also assist the REM in providing immediate environmental emergency responses to ECS upset conditions, environmental incidents, spills, releases, and accidents. The ECSO provides appropriate notifications to management and appropriate regulatory agencies in consultation with the REM and/or national environmental staff.
This position operates within flexible parameters. The primary goal of this position is to maintain and operate ECSs at multiple facilities to ensure compliance with State and Federal regulations, including conditions of applicable permits, regulatory orders, or other agreements, in a safe, effective, and efficient manner.
Environmental and Health & Safety (H&S)
Provides recommendations for improving environmental controls systems to ensure compliance with all applicable regulatory requirements, increase system efficacy efficiency, and reduce capital and operating costs.
Front line responsibility for implementing necessary maintenance of improvements to ECSs, including retaining and managing various contractors when necessary.
Assists in development and implementation of environmental procedures applicable to ECS.
Ensures adherence to all company and divisional health, safety, and environmental standards.
Provides a safe environment for employees, customers and visitors.
Operational Performance & Best Management Practices
Spends approximately 80% of time in the field to ensure effective and efficient operation of ECSs. Stormwater systems include combinations of the following technologies: oil-water separation, gravity settling (detention/retention), polymer and flocculent enhanced settling, chemical-enhanced clarification, chemical precipitation, electrocoagulation, pressurized sand filtration, passive sand filtration, ion filtration, and carbon filtration. Air discharge emission control systems may include: high velocity extraction systems (up to 300,000 cfm), large particulate material drop out boxes, cyclones, z-boxes, wet and dry venturi scrubbers, thermal oxidizers, acid gas scrubbers, baghouses, and associated water treatment systems for wet venturi scrubbers and acid gas scrubbers. Experience with similar ECSs or manufacturing control systems and associated programmable logic controller (PLC) based system operation, maintenance and troubleshooting is preferred.
Prepares and maintains permit-required environmental records and reports related to the ECSs.
Collects, evaluates, and disseminates pertinent information relating to ECS compliance requirements and maintains appropriate reference files.
Recommends changes in procedures, design, or equipment when necessary.
May perform other related duties (including site inspections, spill response preparedness, etc.) as assigned by SSI environmental staff.
Equipment Design, Installation & Maintenance
Reviews construction plans to ensure that pollution control considerations are adequate and provides technical guidance as needed for construction and installation of effective pollution control equipment.
Collaborates with SSI Project Management team to manage contractors and equipment suppliers during installation of ECSs.
Works closely with various operational department personnel to ensure proper management of all waste materials generated through operation and maintenance of environmental controls systems.
Assists the REM as appropriate with permitting of ECS equipment.
Inventory & Quality Control
Maintains on-site records for ECSs.
Budgeting & Forecasting
Maintains budgets and schedules for ongoing operating expenses and capital improvements associated with ECSs.
Internal Control Responsibilities:
Supports the Company's Internal Control process which includes understanding, communicating and complying with defined internal controls as well as suggesting and making modifications to the policies, procedures, and controls to better manage compliance requirements for ECSs. Communicates challenges for operations, company policy violations or regulatory compliance issues to supervisor, other Environmental Department senior staff, or SSI Compliance Department.
Internal contacts include all levels of personnel, from facility laborers to senior management. These contacts are necessary to obtain facility assistance with operation of ECSs, develop policies and procedures, recommend actions, discuss issues, and distribute information. External contacts are with environmental consulting firms, equipment vendors, contractors, and government agency personnel, to gather information, resolve disagreements, and promote effective and efficient ECS operation to ensure regulatory compliance. Position requires strong communication and documentation skills and working closely with operations facility managers and other personnel to effectively communicate environmental goals and compliance methods. Ensuring an open and collaborative communication style and maintaining professional dialogue with key business partners (i.e. Regional Directors, Operation Managers, H&S Engineer peers, Environmental Manager peers, etc.) throughout the organization is absolutely essential to success.
Office and active field working environment including performance of equipment troubleshooting and maintenance, standard system operation, collection of air and water samples for testing, and general information gathering at various locations. It is necessary to be able to walk/climb in active industrial facilities with uneven surfaces and to isolated areas. Must be comfortable with heights and an outdoor working environment, including exposure to inclement weather conditions. Local and regional travel is required. Position will occasionally respond to urgent situations on off hours and/or weekends and holidays.

Extensive applied environmental or manufacturing control system operational experience is an essential qualification requirement. Minimum of three to five years' experience operating environmental or manufacturing control systems including PLC programming and use, conducting routine maintenance and system troubleshooting, water and air sampling, managing permit compliance activities, and generating/maintaining permit-required system operation records. Bachelor's degree in engineering or other applied science discipline is preferred, but not required. This position requires possession of a valid driver's license and the ability to drive an automobile.
Ideal candidate possesses an ability to apply principles of logical and scientific thinking to define problems; collect data; establish facts; draw valid conclusions in controlled situations; and read and understand engineering plans and specifications to rapidly and effectively evaluate system performance and repair control system malfunctions when necessary. Preference for person with strong demonstrated experience operating and maintaining environmental or manufacturing control systems and maintaining associated permit-required compliance documentation. Strong interpersonal, written, and oral communication skills are required (ability to communicate in a professional manner in person, written documents and by e-mail/text/phone). Software proficiency requirements include: Microsoft Office Suite, environmental management systems, ECS testing or analytical programs, and PLC operation packages. Knowledge of local, state, and federal environmental programs and regulations with approved sampling techniques and procedures is a plus.

Principal Duties and Responsibilities:
Provide plant engineering and design support services for the Covanta Babylon Facility.
Boiler Reliability Engineering:
Provide boiler outage inspection services for the Essex facility.

The Plant Engineer must possess the desire and ability to manage maintenance and repair for all areas of the plant. As a member of the team, the Plant Engineer will be a partner in the Operations Division. The Plant Engineer's role is to supervise and coordinate all plant maintenance personnel to attend an effective and efficient low cost plant operation.
DUTIES AND RESPONSIBILITIES:

Provides necessary training to new and existing employees

The Plant Engineers provide guidance and are in charge for technical orders to the support staff, including Contract Engineers and the Maintenance Technicians.
The Plant Engineer is a leading Engineer within Maintenance and Engineering and provides organization, planning, and direction of maintenance, improvements and technical documentation for the assigned areas. He/she is responsible for all aspects of Plant Engineering/Maintenance which are not covered by the MI/Project Engineer or the Process, Automation and Control Engineer, for the safe and efficient operation of the process equipment. This includes insuring the technical means for safe operation, safeguarding plant availability, managing maintenance costs, initiating process and equipment improvements as well as developing and executing Capital projects. It is essential that this function and the production/operations managers, engineers and resources work together as team.
He/she should also interact closely with the related functions within the company to provide guidance to the Production department and the Maintenance Technicians.
Responsible Care Related:
- Ensure the principles of Responsible Care, including the technical means for safe operation and Community/Awareness programs, are applied to all aspects of the work, as detailed below.
Ensure / support that adequate process related equipment maintenance systems and programs are in place and that such programs are operated in a safe and efficient manner and meet or exceed all regulatory requirements.
Monitor and reconcile monthly Capital project and Maintenance engineering costs in his/her area of responsibility. Carry out pareto analyses of maintenance costs and use existing analyses of OEE losses to identify bad actors and develop measures to improve them.
Ensure that maintenance staff is at all times fully informed of the immediate requirements and are provided with appropriate goals, or targets for a given shift or period. Lead maintenance staff in specific situations where no supervision is available, e.g. outside day shift while being on-call.
Lead or take part in cross-functional teams, e.g. Six Sigma Teams or Equipment Improvement Teams.
Prepare and submit to the Maintenance & Engineering Manager, monthly reports summarizing the status of major maintenance activities and their on-going capital projects.
Provide Engineering support to the Maintenance and to the Production department by introducing and performing adequate measures including training.
Supervise and prepare estimates for proposed capital projects and support the Capital project budgeting process for his/her area of responsibility.
Manage all areas of mechanical equipment related maintenance not being covered by the Mechanical Integrity program, including on-plant, workshop, inventory, clerical, and planning activities as well as maintaining/improving the necessary documentation (e.g. specifications, equipment documentation).
Co-ordinate plant changes, both equipment and facilities, which require engineering input, which are requested by Maintenance or Production, or other departments acting within Evonik Cyro LLC or Evonik Industries AG.
Co-ordinate plant changes, both equipment and process, which improve plant OEE, yields, equipment, reliability, process quality.
Improve/develop a maintenance strategy based on the business needs, e.g. Risk Based Maintenance, to make sure that maintenance and Capital spending is mainly focused on the most relevant equipment and moving towards a proactive approach. This includes identification of the critical spare equipment's/spare parts and determination of their inventory parameters, enhancement of the Preventive Maintenance program, e.g. condition-based, as well as development of a plan for asset preservation and rationalization projects in the assigned areas.
Standardization of equipment wherever reasonable. Prepare/review Design Basis Memoranda (DBM) and co-ordinate the development of Capital Approval Requests (CAR) for such projects. Develop Capital projects of suitable size and execute them as Project Manager.
Safety and Environment
Where appropriate, ensure that prompt and effective reporting and investigation of accidents and incidents is carried out by the Engineering and support staff. Take part or take over the team lead in the investigation of accidents or significant incidents in the assigned areas (Root Cause Analyses).
Ensure a high quality of Safety, Environmental and Quality is held in his/her area of responsibility.
An Engineering Diploma from a recognized University, College or Institution, preferably in chemical or mechanical engineering.
Minimum of 5-8 years experience within the Chemical/Process or Petrochemical Industry are required.
The incumbent uses theoretical technical knowledge combined with analytical thinking and process experience to solve process, maintenance and technical project problems.
The incumbent most possess broad based skills in engineering, maintenance, process technology, planning and organizing.
The incumbent should have experience developing solid working relationships with production personnel and must be willing to teach and mentor production and maintenance personnel.
Basic knowledge of accounting principles is required.

The position works with all plant disciplines to continuously improve safety, reliability, and productivity. Daily work will include active engagement in site safety performance (with a focus on process safety), environmental stewardship, waste minimization, and process optimization. What you will do:

Support site Process Safety Management (PSM) Team and maintain all Process Safety Information (PSI) documentation.

Work closely with all disciplines, troubleshooting problems, to ensure plant processes are aligned to provide maximum output levels and efficiencies.

The Role Reporting to the Sr. Reliability Superintendent, as the Plant Engineer for the Par Pacific Refinery, you will be responsible for conducting engineering studies, making recommendations to improve the reliability of refinery equipment and insuring we are in compliance. This is a true "jack of all trades role" and you will be involved with conducting investigations of equipment problems and failures (RCFA); making recommendations to prevent future problems; expediting the planned and unplanned repairs of equipment; and training employees in machine use and lubrication to increase reliability. You will provide overall refinery support of Reliability Programs for Condition Monitoring, Preventive Maintenance, Critical Equipment Monitoring, Lubrication, application of API standards, and development of appropriate repair standards.
You will join a team of one other Engineers and you will also partner closely with our craftsmen in the field, a Planner and with other business partners at the Par Pacific facility. You will also directly interface and coordinate machinery activities with a wide variety of contacts throughout safety, maintenance, project and process personnel as well as contractors.
More specifically, your major accountabilities will be to:
1.Evaluate equipment performance and provides equipment reliability improvement recommendations by using RCM analysis.
2.Champion the machinery bad actor program. Develop and/or assist in the strategies for the resolution of bad actors.
3.Steward the refinery benchmarking, condition monitoring, lube oil, and fixed asset monitoring systems to ensure proactive activities and ongoing improvement.
4.Investigate equipment problems and failures for root cause and provide engineering recommendations for resolution including economic impacts of various alternatives.
5.Review and approve all proposed machinery spare parts changes including additions to the spare parts lists and spares for new equipment.
6.Use SAP to update equipment repair histories, provide technical data updates, and input necessary changes to equipment bill of materials.
7.Conduct cold eyes hazard/operability reviews of new equipment designs and existing equipment.
8.Assist maintenance planner to develop repair work scopes for major machinery components for equipment repaired in-house, equipment sent out for repair and equipment repaired during turnarounds.
9.Interface with equipment suppliers on retrofits or upgrades.
10. Assist Maintenance with troubleshooting rotating and fixed equipment problems in the field.
11. Participate in the MOC Process.
12. Perform engineering calculations (utilizing the latest software) for re-rating pressure vessels.
13. Perform engineering calculations (utilizing the latest software) for equipment nozzle loads and pipe stress analysis.
14. Proactively seek out cost savings and reliability enhancement opportunities.
You must be available to work on off-hours especially for emergencies and turnarounds, and it will be essential that you can work effectively with others at all levels and functional areas of the refinery.
