Fessler and Bowman’s Project Engineers support Project Teams in the successful completion of construction projects, from the initial hand-off from Estimating through final completion and close-out. PEs are responsible for assisting with the overall project planning and scheduling, reporting, project accounting, and control, while providing technical direction and ensuring compliance with quality standards and applicable laws and regulations.
Project Engineers perform a variety of duties, including, but not limited to, the following:
- Acting as an assistant to the project manager and/or superintendent for such functions as document control, estimating extra work, correspondences with customers or vendors, expediting, problem solving, labor cost reporting, and scheduling

- Takes a site walk each day to monitor the project's progress and to remain fully aware of any developing issues.
- Assists the preparation of the 12 month cash flow schedule.
- Reviews and understands the extra work billing format. Updates all budgets to incorporate owner change orders.
- Oversees subcontractors and holds the subcontractors accountable to their agreement.
- Attends the subcontractor coordination meetings to provide updates to schedules, drawings, and specifications.
- Produces and manages project submittals, shop drawings, and material certifications (submittal log or Expedition) so all are submitted and approved prior to the start of work.
- Actively participates in the development of the Four Week Look Ahead schedules with the Superintendents using basic logic to incorporate resources, submittals, approvals, lead times, restraints, and milestones.
- Participates in relevant daily huddles to ensure the projects are expeditiously and profitably constructed.
- Establishes excellent working and professional relationships with the clients and their representatives and/or field inspectors.
- Bachelor’s Degree in Engineering or Construction Management or related field with 3 or more years of experience or equivalent.
- Successfully led and managed projects or operations valued at $5 million or a series of projects or operations simultaneously with an aggregate value greater than $5 million.
- Background in project start-up meetings, sub-contractor and vendor by-outs, owner estimates, sub / vendor requisitions and cost-to-completes.

ESSENTIAL DUTIES AND RESPONSIBILITIES
This position is responsible for independently performing testing and evaluation on a variety of products to the provisions of U.S., Canadian and other International product safety standards; writing reports; and communicating with clients.

Independently conduct on and off site evaluation of products to determine compliance with applicable standard(s). To do this, Project Engineer must:
Read and determine applicability of national codes and standards clauses for the EUT (equipment under test);
Read and understand schematics and manufacturing instructions;
Validate the project scope and sample applicability;
Under scope of the project, identify and locate test instruments and equipment required for testing;
Follow established test plan;
Set up and operate EUT; perform and document simple repairs on EUT as needed;
Conduct thorough construction review; document results;
Perform testing of products in accordance with standards. Core tests include, but are not limited to: rating, leakage current, dielectric, temperature, pressure, stability, mechanical hazard, flammability, abnormal and fault insurance, rain, radiation, sound, and laser.
Mentor less senior technical personnel.
Supply information for quotes such as length of project, site needed, rental equipment, samples, and standards that will be used.
Complete preliminary design reviews (PDR) both on and off site.
Provide more specialized "expertise" in one product category, i.e., become reviewer, resident expert, or obtain and maintain advanced product knowledge.
Develop and set up test plans.
Perform field labeling jobs.
Set up and operate standard test equipment including, but not limited to: spectrum analyzer, oscilloscope, multi-meter, dielectric strength tester, ground continuity tester, digital multi-meter, surge generator, over-voltage tester, environmental condition chamber, and articulated probes. Use hand tools to build/calibrate test fixtures.
Follow sample handling procedures, ensuring that sample is logged in and out of the system. Move equipment as needed through the facility. Properly package sample for shipment.
Provide sales support such as attending client visits.
Communicate project status and test results to client, sales personnel, and management throughout testing. Provide on-going support to clients as needed.
Within policy guidelines, identify, properly document, and recommend engineering judgments.
Perform other work as required.
EDUCATION & EXPERIENCE
Bachelors degree in engineering
2-4 years directly related experience; prefer prior project management experience
Demonstrated experience with U.S., Canadian, and other International product safety standards, i.e., ANSI, CSA, UL, EN, IEC is preferred
KNOWLEDGE, SKILLS and ABILITIES

The Project Engineer/Project Manager will have the opportunity to support both local and national key projects, will work collaboratively with other engineers on projects with the State DOTs, regional and local agencies and will take on the following responsibilities:
Manage bridge design projects from inception to completion, acting as the lead liaison with the client
Perform bridge analysis and design computations
Plan and develop design proposals for all types of bridges
Build upon the practice's client portfolio through business development efforts
Prepare contract bid documents including final plans, specifications and cost estimates for structural projects

The Project Engineer position provides project leadership, and direction toward the successful execution of capital projects at a single or multiple facilities. Depending on size, location, and type of projects, this position will lead a single or multiple projects simultaneously.
