The Staffing/Payroll Clerk is charged with the responsibility of planning, scheduling and tracking staffing and payroll functions for the Nursing Division, using established patterns and guidelines, in collaboration with Nursing Management personnel. Acts as a backup to the Staffing/Payroll Supervisor. Job Relationships:

Plans for meeting unit staffing needs both short and long term by utilizing census, acuity data, schedules, established staffing standards and communication with Patient Care Managers or his/her designee. Responsible for the accurate tracking and reporting of time and attendance of the Nursing Division; maintains and processes records and documents that lead to the production of employee paychecks. Responsibilities/Essential Functions:
Responsible for daily completion of timecards and exception sheets for nursing cost centers. Interface daily with employees, answer questions and researches problems regarding payroll issues, paychecks, time and attendance. Develops Onestaff reports to identify payroll discrepancies and informs Patient Care Managers, Financial Director of Operations, and Vice President, Patient Care Services.
Daily responsible for recording patient census and acuity information in database. Recording daily information for 1:1 patients, employee covering, (straight time vs. overtime) and floor for all three shifts for all 1:1's occurring on Nursing Units. Recording daily information for all agency staff utilized on Nursing units.
Runs weekly sick reports for all employees and corrects in computer all employee's sick benefit time. Runs weekly holiday report for all regular employees and also individual holiday reports for every increment of FTE hours. (e.g. 1.0 fte, .8 fte, .6 fte, .5 fte, etc.) Runs weekly reports for all float holidays taken by employees and also individualized for each FTE. (e.g. 1.0, .8, .6, etc.) Runs weekly tracking report for all per diem staff (cost center 16570 and 16450) to make sure all hours are assigned to a Nursing cost center. Runs weekly report for all agency staff utilized on nursing units to make sure all hours are appropriately charged to correct nursing cost centers.
Runs reports weekly for all sick, vacation, and advanced vacation to make sure they are not paid evening or night differential if not a permanent off shift employee. Runs report weekly for all nursing employees receiving advanced vacation and are then responsible for manually dating vacation times and taping individually printed and dated timecards for each employee to Hospital payroll. Responsible weekly to print an individual timecard for each individual employee and manually write cost center in on each timecard and fax up to Hospital Payroll.
Responsible for maintaining manual correction book of any correction for payroll purposes regarding all Nursing Division employees. Weekly responsible for providing individual correction forms for each employee and also printing out a separate timecard for all employees with a correction and sending both pieces of information to Hospital Payroll.
Responsible weekly for providing Hospital Payroll with exception forms for nursing employees.
Responsible for providing Hospital payroll with payroll submission forms for all nursing cost centers submitted. Responsible for weekly mailing and check distributions. Responsible for providing Hospital payroll during the week with any correction forms for payroll errors along with printing individual timecards as well, for each employee with a correction.
Responsible biweekly for printing a complete payroll for the two week payroll period and keeping it filed in Nursing Payroll office. Responsible for routinely maintaining files manually kept in Nursing Payroll (e.g. corrections, daily boards, timecards, etc.) Responsible for printing weekly sign in sheets for each individual nursing unit area including administrative floats and per diem staff. Responsible for providing Patient Care Managers, Financial Director of Operations, and Vice President, Patient Care Services with any errors found in database or problems occurring with nursing staff regarding payroll issues.
Runs weekly staffing reports for nursing floats. Responsible for maintaining accurate holiday paid information by routinely reporting quarterly overpaid and underpaid holidays for nursing employees and accurately correcting for paychecks and updating in database. Appropriately and accurately maintains both manual and computerized data bases, logs, ledgers, and documents; produces reports with required information for nursing management usage.
Updates information maintained in the office in a timely and correct fashion. Maintains knowledge of current Nursing Contract regarding all pertinent payroll and scheduling information. Responsible for submitting all requests for special checks for all Nursing Management.
Stays abreast of personnel changes throughout the Nursing Division, such as FTE increase/decrease, job category change, LOA status, orientation skills status, for accuracy in both staffing/payroll. Responsible to produce an accurate bonus list for payroll. Staffing: Prints daily staffing boards for nursing night-shift.
Daily receives verbal report from night-shift ACN regarding current staffing issues and needs. Books all bonus shifts weekly. Calls all per diem float staff Mondays and Thursdays weekly.
Daily reviews with each individual nursing unit all scheduled staff on evening and night shift.
Daily reviews all patients on restraints and pink dots (at risk for falling) with each individual nursing unit. Communicates with nursing units to determine nursing shortages for all units upcoming evening and night shifts.
Works on covering nursing assistant and unit secretary shortages for upcoming evening and night shifts. Calculates needs and overages for all nursing units and determines overages and shortages of staff. Determines where all available float staff is assigned.
Responsible for all sick calls coming in during day shift, recording on staffing boards and also recording in computer. Responsible for determining what staffing needs will be after sick call is removed from unit staffing ratio Responsible for following nursing ratios for all nursing units which would be determined by census and include RNs, NAs, PCAs, MHWs, 1:1s, and secretaries. Responsible for recording census for 2 PM On every individual unit by calling each unit.
Processes time schedule revisions as they occur via phone, fax, voice mail, manager, etc. (removing from or adding to staffing boards and onestaff) also discusses same with appropriate management personnel. Reviews staffing of upcoming shifts for appropriateness, discusses problems with management staff, and adjusts staffing to meet patient care needs keeping aware of budgetary restraints. Assigns per diem staff to areas of most need, according to established staffing standards.
Cancels staff according to staffing needs and standards for nursing. Schedules/cancels and utilizes bonus staff booked after carefully determining needs, overtime vs. straight time and seniority involved. Contacts per diem floats, admin. floats, or staff during any time staffing need arises that cannot seem to be filled with those already scheduled.
Responsible for reporting off to evening shift ACN for evening and night shift. Collaborates with Admitting Office for accurate bed availability and placement. Assigns and cancels all agency nursing assistant staff for evening shift.
Schedules weekly agency nursing assistant staff in computer. Notifies Financial Director of Operations of staffing/payroll trends that exceed financial parameters. Support Functions:
Responsible for maintaining database and individual. Responsible for contacting all Nursing float and administrative staff and reminding them of evaluations and mandatory programs needed to attend. Responsible for entering orientation schedules of all new employees of Nursing Division.
Responsible for scheduling administrative float secretaries and providing them with accurate payroll information. Responsible for activating two special phone lines in the event of a disaster. All nursing staff are contacted through and given instructions for assignment centrally through staffing office.
Also responsible for keeping in contact with command center during this time providing them with accurate information in regards to all nursing areas. Responsibilities/Non-Essential Functions: Performs all other related or similar duties as requested or required.
Reporting Requirements: Reports immediately to the Director, Resources Management of any delays or difficulties in the delivery of service. Reports to the Director, Resources Management situations requiring his/her attention.
Accountability: Shall be accountable for maintaining the confidentiality of office information. Shall be accountable for abiding by all relevant hospital policies and procedures. Shall be responsible for observing all policies and procedures of the Nursing Division Staffing/Payroll Clerk.
