Manager Release Train Engineer

Description Position Summary: The Release Train Engineer (RTE) is a manager responsible for leading, developing and managing all aspects of the Dean Health Plan agile delivery philosophy and methodology and is accountable for ensuring IT and select business projects succeed and deliver business results in a timely manner. The RTE develops and promotes the overall agile methodology, key agile deliverables, tracking mechanisms, prioritization processes, and resource planning. Utilizing the Scaled Agile Framework (SAFe), the RTE leads an agile release train consisting of 5-10 agile teams (40-80 team members). The RTE facilitates major train ceremonies, including program increment planning activities, cost of delay/prioritization sessions with business leaders, scrum of scrum meetings, and sprint/system demos. The RTE is ultimately accountable for ensuring that agile processes are followed, committed objectives are achieved, and planned business value is delivered. To achieve these results requires that impediments are escalated, risks are managed, and train-level coaching on agile and SAFe principles and processes routinely occurs. Strong candidates for this role will have prior agile leadership experience, the ability to communicate and influence executive level leaders, and an intense continuous improvement mindset. Essential Job Duties: 1. Collaborates with other RTE(s) to ensure alignment of processes across agile release trains. 2. Establishes and communicates the annual calendar of events for the agile program. 3. Partners with portfolio level resources to ensure that initiatives that are proposed for work on the train have approved funding. 4. Demonstrated ability to execute large, complex IT programs and projects. 2. Leadership of multi-disciplined, high performance work teams/groups. 3. Demonstrated competency in strategic thinking and leadership w/ strong abilities in relationship management. 4.

Summary Roles and Responsibilities: The Agile Release Train Engineer (Network Infrastructure) is responsible for driving execution across a Release train comprising of 5 Agile delivery teams. You will also have people management responsibilities for the Scrum Masters across these teams.

The key focus of these teams is to deliver the next generation Network and telephony Services for Capital One with a heavy bias towards Cloud based solutions. Key responsibilities for this role include: +

Foster Alignment – Work with the Release Train Program owners and Architects to ensure overall alignment with network strategic objectives and deliverables across teams. +

Maintain Synchronization - Maintain cadence, integration, and synchrony across all Agile teams within the Release train as well as with other trains within the network tower. +

Facilitation and Cross Team Collaboration – Define release train ceremonies and annual events calendars. Establish and conduct Release Train level ceremonies – Scrum of Scrums (S2); Iteration Planning, Release Demos, Inspect and Adapt (I/A) sessions. +

Delivery Transparency – Capture Team KPIs and track train performance. Roll up Team objectives into Release Train deliverables and accomplishments.

Track these against overall Product roadmap. Provide Release train status reporting at the portfolio level. + Manage Risk and track cross team dependencies. + Resource levelling and Fungibility- Collaborate with line managers to provide an end to end view of resource loading across teams. Provide feedback on Agile team resource performance and concerns. +

Release Train Finance - Responsible for annual Release budget estimation in partnership with Program leads. Responsible for owning and managing the Release train budget and tracking actuals.

Support Portfolio management team with Business case estimation and prioritization discussions. + Build high performing teams- Act as a coach and mentor for teams in lean and agile best practices. Conduct quarterly team assessments and addresses gaps. + Drive Continuous Improvements- Maintain a continuous improvement roadmap at the Release Train level and supports Network delivery transformation and maturity initiatives. +

Collaborate with other teams - Represent team in S3 meetings, Portfolio planning and demo sessions and other ceremonies. +
